In his address of Welcome, Education Minister, Maulana Azad announced that the Government of India had decided to give the award to encourage the development of creative literature. 5,000 every year for the best work in each of the 14 languages mentioned in the program of the Constitution. The awards will be made on the recommendations of the academy. Every year the work of three previous years will be surveyed and the best work will be an award given to the author of the best work. “The awards will be given for recognized qualification, and no one should apply for them. It is my hope that the first awards will be announced before the end of the calendar year, ”said Maulana Azad.

Explaining the government’s policy in establishing three academies – one of the letters, one in visual art and one for dance, drama and music, Maulana Azad announced that once they are established, the government would avoid using any control and leave the academies to do its actions as autonomous institutions.

Dr. Radhakrishnan said that if there was creative literature in the country, and literature was not managed, it was necessary that the academy should act as a completely autonomous body. Earlier, Dr. Radhakrishnan also justified the government’s decision to recognize English, in which literature could also be encouraged as one of those languages. He said that the intellectual renaissance through which he was passing today was due to the influence of Western society and this effect came through the English language. Many writers who were responsible for this Renaissance were responsible for bringing a new orientation of ideas and approaches in the country. Therefore, it was only appropriate that this Akadami should also recognize English as one of the languages.
However, the inclusion of English was welcomed by Sardar KM Panikkar with the amount of reservation. He hoped that this recognition was valid for only the constitutional period of 15 years, by which the English would be displaced by the national language.
