Delhi Chief Minister Rekha Gupta on Saturday inaugurated several major IT initiatives at the Delhi Secretariat. He launched CM Jansunwai Portal and Mobile App, e-District Services through CSC Digital Seva Portal and online platform for EWS/DG/CWSN admissions.

On this occasion, Chief Minister Gupta said that inspired by the ‘Digital India’ vision of Prime Minister Narendra Modi, this initiative has been started to increase convenience for the residents of Delhi. He said its objective is to empower citizens by making government services transparent, accessible and free from corruption.

Delhi Education Minister Ashish Sood, IT Minister Dr. Pankaj Kumar Singh, senior officials and other dignitaries were present.

Addressing the gathering, Chief Minister Gupta said that the government is bridging the gap between the administration and the public through technology. The portals and apps launched today are not just digital platforms, but a testament to the government’s commitment towards ‘good governance’ and ‘sabka saath, sabka vikas’.

Chief Minister Public Hearing Portal and Mobile App

Giving detailed information about the Chief Minister Jansunwai Portal and App, Chief Minister Gupta said that it will work as an integrated platform. Citizens will be able to lodge complaints related to Municipal Corporation of Delhi (MCD), Delhi Development Authority (DDA), Delhi Police and all departments of Delhi Government on a single platform. The system has been designed to be simple and user-friendly, ensuring that citizens can lodge complaints without any technical difficulties. Grievances, jurisdiction and departmental officers have already been mapped within the system.

Key features of the portal

Chief Minister Gupta said that after assuming office, he noticed that there were forums for registering complaints, but there was no effective monitoring mechanism to resolve them. Complaints were often transferred between departments without clarity for applicants regarding time frames or the level of action taken. To bridge this gap, CM Jansunwai portal and app has been introduced.

Citizens can lodge complaints through four modes: online portal, mobile app, call center (1902), and offline submission through the Chief Minister’s Office. A three-tier grievance redressal mechanism has been implemented, consisting of Grievance Redressal Officer (GRO), Appellate Authority (AA), and Final Appellate Authority (FAA).

Each complaint will be given a unique reference ID, and updates will be provided through SMS at every stage. Citizens can send reminders and link previous complaints to new submissions. If the response to the resolution is negative, the case will automatically be forwarded to a higher authority. The entire system is based on 100 percent feedback-driven monitoring, which ensures accountability of officers at the field level.

Chief Minister Gupta said that physical public hearing sessions will continue. Everyone from the Chief Minister to the district level officials have been instructed to hold public hearings. However, citizens will now be able to lodge complaints from anywhere through the digital platform. This portal symbolizes a government committed to not only listening but also providing timely solutions.

EWS/DG/CWSN Admission Online Platform

Chief Minister Gupta said that to ensure transparency and timely admissions in education, a new digital platform has been introduced for admissions under Economically Weaker Section (EWS), Disadvantaged Group (DG), and Children with Special Needs (CWSN) categories. Previously outdated and insecure software has been replaced with a secure, cloud-based system. A comprehensive security audit was conducted prior to launch to ensure data security and transparency.

Aadhaar-based identity verification and digital verification of birth certificates have been made mandatory to prevent fraud and duplication. Income certificates will also be directly verified through an integrated online system, significantly reducing the scope for malpractice. This system will ensure that eligible children get their due access to free education in private schools in a fair and transparent manner.

Chief Minister Gupta said that this is a very sensitive matter whose objective is to ensure quality education for the genuine beneficiaries. Earlier, multiple forms were submitted for the same child and middlemen used to manipulate the system. With Aadhaar linkage, online application, digital document verification and duplication control mechanism, the entire process will now be transparent, fast and fair, effectively eliminating middlemen.

The admission process will be completely online and transparent. Eligibility will be digitally verified, and seat allotment will be conducted through an automated system. Parents will receive real time updates on application status. Reducing human intervention will curb corruption and unnecessary delays.

E-District Services through CSC Digital Seva Portal

To bridge the digital divide and make services easily accessible, the government has integrated e-district services with the Common Service Center (CSC) network. Citizens will no longer need to go to many government offices for small tasks. More than 7,000 active CSC centers across Delhi will provide services at the local level.

Under this initiative, around 75 e-district services including income, caste and residence certificates; Birth and death certificates; Services related to social welfare, food and civil supplies, labor and education will be available. A nominal fee of Rs 30 will be charged on each service, ensuring transparency and equal access. Chief Minister Gupta called it a historic step that will curb financial exploitation by private cyber cafes and ensure affordable, simple and transparent government services across the capital.

Another step towards developed Delhi

On the occasion, Chief Minister Gupta also announced that, for the first time, a comprehensive digital record of all assets of the Delhi Government has been created through an asset management portal. Information related to land, building, availability and encroachment can now be obtained on a single platform.

All government projects are being monitored in real time through ‘CM Pragati’ portal. The current status of projects, approvals, pending files and reasons for delay are available directly at the level of the Chief Minister. This will speed up execution, prevent cost overruns and safeguard public funds.

Speaking at the event, Delhi Education Minister Ashish Sood said that under the leadership of Chief Minister Rekha Gupta, the first year of the government has been dedicated to establishing a transparent and corruption-free administration.

Amid various questions and allegations arising from time to time regarding the system, the Education Department, under the direction of the Chief Minister and in collaboration with the National Informatics Center (NIC), has developed a new digital portal for children under EWS, DG and CWSN categories.

He said that the portal developed under the guidance and supervision of the concerned department of the Government of India has been designed to prevent duplication and any kind of irregularity, ensure strong security and make the admission process completely transparent.

Sood further said that the government provides crores of rupees every year to schools for fees, uniforms and other expenses of children admitted under the EWS category. This is public money received from taxpayers, and it is the priority of the government to ensure that these funds reach the right beneficiaries and that the benefits of the schemes reach the last person in the queue.

He said that, in line with Prime Minister Modi’s ‘Saturpti’ mantra, eliminating duplication and rectifying systemic deficiencies is essential to ensure that every eligible person gets the full benefits of government schemes.

Delhi IT Minister Dr Pankaj Kumar Singh said the government under the leadership of Chief Minister Rekha Gupta has completed one year with accelerated growth and digital governance reforms. CM Jansunwai Portal and App will enable citizens to lodge and track complaints online.

He said that cyber crisis management plan has been implemented to strengthen the security of government websites and data. More than 200 departments are functioning through the e-office system, promoting paperless governance, and all government websites have been integrated on a single platform. A WhatsApp-based service will soon be launched, which will allow citizens to access information and services through chat.

How to file a complaint

The official web address of the Chief Minister Jansunwai Portal is https://cmjansunwai.delhi.gov.in, where citizens can directly go and register their complaints online. A mobile application called ‘CM Jansunwai’ is also available, which Android users can download from Google Play Store or through the official website.

To lodge a complaint, visit the website and click on the ‘Register Complaint’ option. You will be asked to enter your mobile number, on which an OTP will be sent for verification. After entering the OTP and proceeding, you will need to provide details related to your complaint, such as description of the problem, the concerned department (for example, water, electricity, pension, etc.), and the concerned locality. Citizens can also upload supporting documents related to the complaint.

Once the complaint is submitted, a reference or registration number will be generated, which can be used to track the status of the complaint at any time. The portal also provides options to check complaint status, send reminders in case of delays and submit feedback on resolution. This enables citizens to monitor both the progress and quality of grievance redressal.

Thus, any citizen can file a complaint from home without visiting a government office and can regularly track its progress online.
