Karnataka has exempted houses on plots up to 1200 sq ft within the Greater Bengaluru authority from the requirement of occupancy certificate, making home ownership easier and expediting approvals.

Owning your own home in Bengaluru has long been a dream for thousands of residents, a symbol of stability, pride and personal achievement. It has now become easier to realize that dream. The Karnataka government has announced a major relief measure for small home owners within the Greater Bengaluru Authority (GBA) limits: houses built on plots up to 1200 sq ft will no longer require an occupancy certificate (OC).
The relaxation has been welcomed as a game-changer for families building tiny houses in the city, where delays and paperwork around construction permission have often become a major hurdle.
OC not required for small residential buildings
The state government has officially said that occupancy certificate will not be required for houses built on plots of 1200 square feet within the GBA limits. The decision applies to houses built on plots of 30×40 feet, with construction permitted up to ground + 2 floors (G+2) or stilts + 3 floors.
Earlier, it was mandatory for all new constructions to obtain OC. The process involved multiple steps – from inspection and plan verification to approvals from various departments – which often led to months of delays. The new rule eliminates these steps for smaller residential buildings, reducing both the cost and time required to take possession of a new home.
what does oc rule mean
Occupancy certificate acts as an official approval stating that a building has been constructed as per its approved plan and is safe to live in. Without it, homeowners often face delays in getting electricity, water and sanitation connections.
The process also created a backlog – till this year, about one lakh applications for electricity connections were pending in BESCOM due to lack of OCs. It is hoped that the government’s new decision will open up that system, allowing families to move into their homes without having to wait months for final approval.
Officials clarified that the exemption is valid only for buildings constructed as per the plan approved by BBMP, BDA or GBA. Builders will still need to obtain planning approval before starting construction. Once approved, they can occupy, sell or register the property even without OC.
Legal support and scope of regulation
The decision was taken under Section 241(7) of the Greater Bengaluru Governance Act, 2024, which empowers the government to grant exemption from OC requirements. The announcement was made after a meeting chaired by Chief Minister Siddaramaiah following a proposal by the GBA Chief Commissioner.
The new relaxations apply strictly within the jurisdiction of the GBA – the extended limits covering the Bengaluru metropolitan area. It consists of small houses up to three floors only. Any construction on a plot larger than 1200 square feet will still require OC.
Amendments are also being made to relevant laws including the BBMP Act, Karnataka Municipal Corporation Act, 1976 and Model Building Bye-laws of the Panchayat Raj Department to ensure uniformity across departments.
Faster approvals and less red tape
The Greater Bengaluru Authority has also introduced a more efficient “trust map” system for approving building plans. Applicants receive a draft plan the same day as application, and final approval is issued within 15 days. This is expected to significantly reduce the waiting period for small builders and individual home owners.
Officials estimate that more than 4,000 tiny homes are built each year within the GBA boundaries. The new rule will simplify their approval process and reduce the workload for both officials and applicants.
An incentive for homeowners and builders
For many families who have been unable to document their homes or get connected to utilities due to the delay in OC, this move has brought long-awaited relief. With this reform, a three-storey house on a 30×40 plot can now be legally occupied once the plan is approved.
The exemption comes into effect in September 2025, marking a major change in the city’s building rules. Homeowners can now contact BBMP or GBA offices for clarification or assistance.
By removing one of the biggest bureaucratic hurdles in Bengaluru’s housing process, the government has not only simplified home ownership but also boosted the construction and real estate sectors.
