After Wednesday fierce Stampede In Bengaluru, 11 people died and injured more than 60 people, News18 accessed the FIR, in which Royal Challengers Bangalore (RCB) franchise has been named number one, DNA Entertainment, an event management company, accused number two, and Karnataka State Cricket Association, and Karnataka State Cricket Association (KSCA).

According to the FIR, the complainant is a police inspector at Cuban Park Police Station.

It said, “KSCA, DNA and RCB with Franchisee, did not agree to suggestions and emphasized on 04.06.2025 with an evening celebration.”

The Bengaluru Police has directly convicted the RCB franchise, stating, “The stadium has only 30,000 to 35,000 people seating capacity, and organizers – DNA, KSCA, Management Board, and RCB Franchise – are ready to issue clear instructions on an admission or admission protocol.

The Bengaluru Police also said in the FIR, “DNA, KSCA Management Board, and Mismanissal by RCB franchise in handling public communication and entry protocol at Chinnaswamy Stadium contributed directly to this tragedy by RCB franchise.”

FIR details the incidents leading to tragic stampede outside the Chinnaswamy Stadium:

On 03.06.2025, the Indian Premier League final between Royal Challengers Bangalore (RCB) and Punjab Kings (PBK) took place at Ahmedabad Cricket Stadium in Gujarat, with RCB emerging.

After the victory, a large number of cricket fans M Chinnaswamy gathered to celebrate MG Road, Church Street, UB City and Vital Mallya Road along with the jurisdiction of Cuban Park Police Stadium. All officers and employees of the concerned police station and Cuban Park Sub-Division were on duty till 5:30 am on 04.06.2025.

Later, 03.06.2025 at 6:00 pm, KSCA Chief Executive Officer, Mr. Shubendu Ghosh presented a request on behalf of the Chinnaswamy Cricket Stadium, which was made in the Police Inspector to the Police Inspector for security arrangements for the RCB victory to be held at the stadium at 04.06.2025.

The police inspector replied that if the RCB wins, the fans will celebrate the whole night, requiring proper security arrangements. He warned that if the incident proceeded as a plan on 04.06.2025, a large crowd could gather, leading to significant public traffic disruption. He explained that time was needed to make proper arrangements. Although the police inspector apprised it to the event organizer, and KSCA and its Board of Directors were initially persuaded, permission for the incident was eventually denied.

However, with KSCA, DNA Entertainment and RCB franchise, this recommendation disregarded and stressed on organizing the festival on the evening of 04.06.2025.

The morning of 04.06.2025, official RCB Twitter account and other affiliated social media platforms unilaterally announced the victory festival and parade in Bengaluru, inviting fans and public, who gathered to gather without obtaining prior permission from the concerned authorities. This information spread rapidly in social media and news outlets, indicating possible voting of hundreds of thousands of people. The complainant informed the higher officials and requested immediate action.

Subsequently, at 9:00 am on 04.06.2025, senior officials prepared a comprehensive security plan, submitted it to the Police Commissioner for approval, and deployed additional police personnel. Officers and employees of all divisions of Bengaluru were called for assistance. The state government also organized a felicitation ceremony for RCB players at the Vidhan Sauda on the same day, which required further security arrangements.

In response, senior officials, including the Police Commissioner, Additional Police Commissioner and other concerned officials, called to finalize the security scheme and issued specific instructions to the officials on duty. ACP City Special Branch and ACP VIP security were also present. After the meeting, the Police Commissioner deployed Additional Karnataka State Reserve Police (KSRP) personnel.

Additional Police Commissioner (Crime) was posted at the command center, which provides real -time instructions to the authorities on duty about the mob agitation and development. All deployed personnel actively maintained law and order.

Extensive security arrangements were implemented at major places including HAL Airport (Team arrival), RCB team route, Taj West End Hotel (Team Housing), and Vidha Sauda. There were also security measures on alternative routes. Separate pilots and “smart” escort arrangements were made with RCB players and members.

On 04.06.2025, RCB players arrived at the HAL airport, summarized at the Taj West End Hotel, and proceeded to the genre deal around 4:00 pm for the government organized felicitation program. The incident progressed peacefully despite a large crowd.

However, by 5:00 pm, the announcement of the stadium ceremony drew a large crowd from the city towards the Chinnaswamy Stadium. Despite the police security arrangements, the stadium’s limited capacity of 30,000 to 35,000, with the organizers (DNA, KSCA, Management Board and RCB Franchise), with failure to implement congestion management or clear entry protocols, resulting in thousands of fans outside the Stadium Gates.

Around 5:10 pm, gates in high density areas were opened without proper control, causing stampede -like conditions. Many persons were trampled.

Police, KSCA security, private security, VIP security personnel and assistant employees worked to control the crowd, save the trapped persons and take them to nearby hospitals. Despite these efforts, 11 people were killed, and 64 were injured, including police officers and employees.

Police used public address system and other communication methods to disperse the remaining crowds to prevent further casualties.

The program started at 5:45 pm, in which arrangements were made to ensure smooth participation of players and VIP guests.

The stampede was held mainly responsible for the failure to obtain permission for RCB franchise, DNA entertainment, and KSCA phenomenon, manage stadium programs, and failure to provide appropriate fan admissions. Regarding the official RCB website and social media about free tickets at Stadium Gates, the announcements contribute to the uncontrolled gathering.

While the police deployed important personnel and implemented security measures, due to lack of organizers and lack of communication, Gates 02, 02A, 06, 07, 15, 17, 18, 20, and 21 were confused and congested.

In the stampede, eleven people died of suffocation, and 64 were injured, including police personnel. Regarding public communication and admission protocols at Chinnaswamy Stadium, DNA Entertainment, KSCA Management Board and RCB Franchise have been directly contributed to this tragedy.

The upcoming anarchy saw fans breaking the barricades and attempted forcibly entering despite the police warning. Several officials were injured, and public transport and infrastructure were interrupted.

A formal complaint has been filed against which legal action has been sought:
