Parliament Budget Session Live Updates: The second phase of the budget session is set to resume on Monday amid heated debate and expectations of a political clash, with the opposition-sponsored no-confidence motion against Lok Sabha Speaker Om Birla to be considered. Major issues likely to dominate the session include the ongoing West Asia crisis, India-US trade relations and controversy over parliamentary conduct.
The second part of the session will run till April 2 and is reportedly expected to focus on important legislative business including the passage of the Finance Bill, 2026 and discussion on the demands for grants for various ministries.
Opposition presented no-confidence motion against Om Birla
One of the central developments in the Lok Sabha will be the opposition-backed motion seeking removal of Speaker Om Birla. Several opposition leaders served notices alleging that Birla acted in a “clearly partisan” manner while conducting the proceedings in the House.
Around 118 opposition MPs reportedly signed the motion, which accused the Speaker of favoring the ruling Bharatiya Janata Party (BJP) and allegedly preventing opposition leader Rahul Gandhi from speaking during previous proceedings.
The motion will be taken up only if the House allows it to proceed. However, given the BJP-led National Democratic Alliance’s majority in the Lok Sabha, there are widespread fears that the proposal will be defeated.
Prime Minister Narendra Modi has already expressed support for Birla, saying the Speaker has been committed to the Constitution and parliamentary democracy while treating all members fairly.
Possibility of debate amid lack of deputy speaker
The procedural handling of the motion could pose a challenge as there is currently no Deputy Speaker in the Lok Sabha. Under normal parliamentary rules, the Deputy Speaker will preside over the proceedings during a motion against the Speaker.
In the absence of the Deputy Speaker, Birla may appoint a member from the panel of Speakers to preside over the debate, with senior BJP MP Jagadambika Pal among the possible choices, HT had earlier reported.
Historically, only three Lok Sabha Speakers, namely GV Mavalankar in 1954, Hukam Singh in 1966 and Balram Jakhar in 1987, faced a no-confidence motion, all of whom were ultimately defeated.
Jaishankar will give information to Lok Sabha on West Asia crisis
External Affairs Minister S Jaishankar is scheduled to make a statement in the Lok Sabha regarding the “situation in West Asia”.
The statement comes amid rising tensions following joint military strikes by the United States and Israel on Iran on February 28, which reportedly killed Iran’s Supreme Leader Ayatollah Ali Khamenei. In retaliation, Tehran launched retaliatory attacks targeting US military bases in several West Asian countries and Israeli assets across the region.
Opposition leaders have demanded a full debate on this issue. According to ANI, Congress MP Jairam Ramesh criticized the government’s decision to allow only statements, saying the opposition should also be allowed to ask questions about India’s diplomatic stance.
According to PTI, the opposition is also criticizing the government’s approach towards Iran and the United States, including the US “allowing” India to continue buying Russian oil.
Foreign policy and trade issues are expected to come to the fore
Apart from the West Asia conflict, opposition parties may also raise concerns about the interim India-US trade agreement. HT had earlier reported that Rahul Gandhi has described the agreement as “anti-farmer” and accused the government of compromising sovereign interests.
The opposition has also pointed to the recent 30-day grace period by the US to “allow” Indian refiners to buy Russian oil as a sign that India’s energy policy may be under pressure from Washington.

Many additional political controversies are likely to emerge during the session. The Special Intensive Revision (SIR) of voter lists in poll-bound West Bengal, which reportedly resulted in deletion of around 60 lakh names, is likely to become a major issue in Parliament.
Trinamool Congress MPs can raise this issue in the House. Meanwhile, the BJP is likely to protest against President Draupadi Murmu’s involvement during his recent visit to West Bengal by describing it as a “protocol violation”.
