Election Commission launched the second phase on Tuesday (November 4, 2025) Nearly 51 crore voters have been covered in the Special Intensive Revision (SIR) of voter lists in nine states and three Union Territories, with booth-level officials distributing enumeration forms to voters.

Here are some frequently asked questions on SIR:

Which states are currently covered under SIR?

The current phase of SIR includes Andaman and Nicobar, Chhattisgarh, Goa, Gujarat, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Uttar Pradesh, along with West Bengal, Tamil Nadu and Kerala where elections are scheduled in 2026.

What happens during the calculation phase?

The SIR process starts with the enumeration phase, during which Booth Level Officers (BLOs) will visit every household and provide enumeration forms. The form will have voter’s name, EPIC ID, address, details of Assembly and Parliamentary constituencies and his/her photograph pre-printed. The form can also be downloaded from the Election Commission website.

Voters will be required to fill in details such as date of birth, mobile number, Aadhaar number (optional), and details of their parents and spouse, if applicable. A latest passport size photograph must also be attached with the form.

Most importantly, voters will be asked to establish a link with the previous SIR, which was held between 2002 and 2005.

The completed form has to be submitted to the BLO, who will give an acknowledgment receipt.

How to find link with previous SIR?

If the name of the voter is mentioned in the previous SIR, it can be checked on the website: https://voters.eci.gov.inVoter has to select the state, and then search by EPIC ID or name, The website allows search by district, assembly constituency as well as polling station, The format varies from state to state, For example, the final SIR details of Assam have been uploaded as PDF files, and are available in Assamese, However, in case of Tamil Nadu it redirects to the State Voter Services Portal page where voters can search by name or from the voter list in PDF format,

If the voter had not attained voting age during the last SIR period, or if their name is missing in the list for any other reason, they can refer to the details of their family members such as parents.

What if I have moved to another state since the last SIR?

In that case, the voter can mention the details of the state where you or your family was last resident at the time the SIR was made. Suppose, you or your family members migrated from Rajasthan to Tamil Nadu after 2005, and now you/your family are registered voters in Tamil Nadu, you need to find your/family name in the SIR list which was last held in Rajasthan.

How to contact my BLO?

According to the Election Commission, a BLO should make three attempts to reach out to voters. The form can be obtained by any adult member of the family.

ECINET app and EC website will give details of BLO if you search by your EPIC number. You can also book a call with your BLO.

Can calculation forms be filled online?

Yes, the form can be downloaded from ECI website or ECINET App and the filled form can be scanned and uploaded. Visit Voter Services Portal: https://voters.eci.gov.in. Click on ‘Fill out the calculation form’. After entering your mobile number/EPIC it will show your election data, check it. Your EPIC must be linked to your mobile number to fill the calculation form. Your phone number can be linked by submitting Form 8 (select “Correction of Entries in Existing Voter List”, then select “Mobile Number” option in Form 8 only). Once this is done, you can log in again and fill the form. The form can be submitted through Aadhar based e-sign but for this the spelling of your name on your Aadhar card and EPIC should match, if not then you will have to fill the form offline.

Do I need to submit any documents at the calculation stage?

Although the SIR mandates voters to provide at least one of the 11 indicative documents as proof of identity and address, it is not required at the counting stage.

What happens after the calculation phase?

ECI will publish the draft voter list on December 9, 2025 after the counting process is over. The elector must check whether his or her name appears in the draft roll, which will generally exclude those who have not submitted their enumeration forms.

The Voter Registration Officer will issue a notice after publication of the draft roll to those voters who could not be linked to the previous SIR to ensure their eligibility.

On receipt of the notice, the elector will have to provide documents based on the following categories:

If born in India before 01.07.1987, one must provide any document of one’s own, establishing the date of birth and/or place of birth, from the list provided by the Election Commission.

If born in India between 01.07.1987 and 02.12.2004, include any documents establishing your date of birth and/or place of birth. One must provide a document establishing the date of birth and/or place of birth for the father or mother.

If born in India after 02.12.2004, provide any documents establishing date of birth and/or place of birth. Provide any documentation to establish the date and/or place of birth for the father and also to establish the date and/or place of birth for the mother.

If neither parent is Indian, provide a copy of their valid passport and visa at the time of birth.

If birth has taken place outside India, attach proof of birth registration issued by the Indian Mission abroad.

If Indian citizenship has been acquired by registration/naturalization, attach certificate of registration of citizenship.

What if someone has not submitted the calculation form?

For those electors whose enumeration forms have not been returned, the BLO may ascertain the probable cause, including death or duplication, through inquiries made to neighboring electors and document these findings.

Since the draft voter list will include only the names of those who have submitted the enumeration forms, the booth-wise list of voters whose names have not been included in the draft roll will be displayed on the notice boards of the concerned Panchayat building or urban local body office and in the offices of the Block Development Officers.

What documents must be provided when asked?

The ECI has published a list of ‘indicative (not detailed) documents’ required for revision of the draft electoral roll. You can see the list of documents here: Here are the documents required for SIR.

How to make a claim, objection or appeal?

According to the Election Commission, after the publication of the draft voter list, the Electoral Registration Officer (ERO) will verify the eligibility of the proposed voters as per Article 326 and Sections 16 and 19 of the Representation of the People Act, 1950 (RPA). They will initiate suo motu investigation and issue notices to those voters who could not link/match their names with the previous SIR.

According to the ECI’s notification dated October 27, 2025, EROs will refer cases of suspected foreign nationals to the competent authority under the Citizenship Act, 1955.

If a voter wishes to appeal against the decision of the Electoral Registration Officer (ERO) to remove his name from the draft voter list, he will have to first appeal before the District Magistrate, then the Chief Electoral Officer will hear the second appeal against the DM’s decision. Voters can appeal for inclusion of their names in the final voter list till January 31.

Can we add or delete names at any stage during the SIR process?

Form 6 can be obtained from the BLO for adding name as a new voter during the counting phase.

Any voter can raise objection through Form 7 on wrongful inclusion or exclusion of name.

If a voter wants to change his address or correct the existing entry or mark him as a person with disability, he can fill Form 8.

What about removal from SIR draft roll due to death?

ECI has claimed that non-removal of dead voters is one of the reasons behind launching the All India SIR. Before the introduction of SIR in Bihar, there were 7.89 crore voters in the state. After the exercise, the draft roll published on August 1 contained 7.24 crore voters as around 65 lakh names were removed, including 22 lakh deceased persons. The ECI said that after the All India Special Intensive Revision of the Voter List, all dead voters will be removed from the updated voter list.

Form 7 of the Voter Application Form deals with both inclusion and deletion of names.
