Prime Minister Narendra Modi speaking in the Rajya Sabha during the ongoing budget session in New Delhi on Thursday.
Parliament Budget Session Live: A day after a heated exchange between the ruling BJP and the opposition, protests in the Lok Sabha and sharp comments by Prime Minister Narendra Modi in the Rajya Sabha, both the Houses are scheduled to resume on Friday. Parliament will meet at 11 am to transact government business, starting with Question Hour, before beginning the general discussion on the Union Budget for 2026-27.
Uproar over Rahul Gandhi’s speech
Thursday’s disruption was triggered by a major confrontation in the Lok Sabha after Leader of Opposition Rahul Gandhi was not allowed to quote the unpublished memoir of former Army chief General MM Naravane (retd) while referring to the 2020 standoff with China.
The move was strongly opposed by opposition members, including Congress MPs, who staged a walkout after Gandhi’s speech was repeatedly interrupted by BJP-led NDA members. Ultimately the House had to be adjourned due to the uproar.
Modi’s counterattack in Rajya Sabha
Even as the Lok Sabha remained disrupted, Prime Minister Narendra Modi spoke in the Rajya Sabha during the debate on the motion of thanks to the President’s address and used the occasion to launch a scathing attack on the Congress.
Modi hit out at the party leadership over his controversial “traitor” remark against BJP MP Ravneet Singh Bittu, calling it an insult to the Sikh community and a sign of Congress’s arrogance.
The Prime Minister said, “What happened yesterday – the ‘Yuvraj’ of the Congress, who has a ‘vicious mind’, called a member of this House a traitor. His arrogance is at its peak. He did not call other people who left the Congress traitors, but he said so for this MP because he is a Sikh. This is an insult to Sikhs, an insult to Gurus. This shows hatred towards the Congress.”
What’s on the agenda?
1. On Friday, the Lok Sabha is scheduled to hold a general discussion on the Union Budget for 2026-27, a major topic of legislative business amid a tense political environment.
2. From 3.30 pm the House will move towards private members’ work. Several private members’ bills are listed for introduction, including the Constitution Amendment Bill and proposed amendments to the Representation of the People Act.
3. The agenda also includes welfare bills related to farmers, fishermen, students, senior citizens, women and workers, as well as proposed laws on education, healthcare, environment, artificial intelligence, digital platforms, labor reforms and social security.
4. Many Union Ministers also have a program to lay papers on the table of the House. These include ministers of health and family welfare, law and justice, external affairs, defense and ports, shipping and waterways.
5. The resumption of proceedings comes amid expectations of a continuing standoff between the government and the opposition over the debate on the budget and other key issues.

Parliament Budget Session LIVE: What did PM Modi say in Parliament?
Parliament Budget Session Live: Prime Minister Narendra Modi took a sharp dig at the Congress and the opposition during his address to Parliament on Thursday, accusing them of double standards, dynastic politics and targeting individuals over political differences.
Referring to the slogans raised against him, PM Modi said, “Those who talk about ‘love shop’ are raising slogans like ‘Modi will dig your grave’.”
The Prime Minister also accused the Congress of believing that the country’s top constitutional post belongs only to a select family.
He said the party feels the post of Prime Minister is reserved for the “royal family” and alleged that the Congress never promoted a culture of startups or merit-based leadership. PM Modi said the country gave opportunities to the “first family of Congress” for decades, but people were misled by slogans like ‘Garibi Hatao’.
PM Modi also targeted Rahul Gandhi’s statement calling Union Minister of State Ravneet Singh Bittu a “traitor” and called it an insult to the Sikh community.
The Prime Minister said, “Yesterday, a member of this Parliament was called a traitor… Many people have left the Congress, the party has been divided several times. But he (Rahul) did not call anyone else a traitor.”
He further said, “But our honorable MP was called a traitor because he was a Sikh and this is a display of hostility against Sikhs within the Congress.”
PM Modi said that Bittu was not personally hurt by this comment and he did not say anything against the opposition in the House.
The Prime Minister said, “He insulted a person whose family was martyred for the country. Just because he changed his political ideology.”
