Chief Minister Yogi Adityanath distributed appointment letters to 930 computer operators (Grade-A) selected by the Uttar Pradesh Police Recruitment and Promotion Board under Mission Rozgar at Lok Bhawan on Wednesday. He congratulated the selected candidates and thanked the Recruitment Board for completing the transparent recruitment process within the stipulated time.

The CM said, “You all are the bearers of Prime Minister Modi’s vision of ‘Developed India’. Self-discipline is the most important aspect for this, and you should maintain it. There should be vigilance towards duty and seriousness in every task. Making reels while on duty is indiscipline. No one should indulge in any activity which makes them a subject of ridicule.”

He expressed confidence that all the newly selected candidates will perform well by working with team spirit, transparency and impartiality with knowledge of modern technology and security standards of UP Police.

The CM said, “When the UP Police placed public service at the center of its functioning, it earned a new reputation across the country. Now no one points a finger at the UP Police. Ignoring the demands of the times often leaves one in a state of indecision and ultimately disintegrates. The new identity of the UP Police is not based on numbers alone. Over the last 9 years, the UP Police has worked at a fast pace to achieve the goal of good governance envisioned by Prime Minister Modi, who is the model of policing. An example has been made for the newly selected personnel to play a major role as smart police personnel and digital warriors.

The CM referred to the period before 2017 and told the newly selected candidates that at that time they must have been dependent on their parents. At that age no one worries much, rather I look at newspapers, magazines and clippings from 10 years ago.

Ask your parents and teachers how Uttar Pradesh was before 2017 and what was the law and order situation. What was the public’s perception of the state and the police? On average, riots occurred every second or third day. There will be unrest before the festivals and the curfew will continue for months. However, today everyone is getting security. There has been no curfew anywhere in UP for the last nine years.

He said, “The discussion of implementing the Police Commissionerate system was going on since 1972, but no one could implement it. The matter remained buried in the files. After our government came to power, the Police Commissionerate system was implemented in seven districts. This is part of the police reform. Those who raise questions on the Commissionerate system, they have no understanding of police reforms or policing. These are the same people who are not concerned about the convenience and safety of common citizens.”

CM said that, before 2017, even police officers were unsafe. In Moradabad, a DIG rank officer was surrounded and assaulted by rioters, and left for dead. Imagine, if the IPS officers and senior police officers themselves are not safe in the state, then the safety of common citizens, women, daughters, sisters and businessmen is just an illusion.

He said, “During that time, the people of UP had stopped imagining any reforms. After the double engine government came to power, action was initiated. Political pressure was also put to protect the criminals, but due to the efforts of the government’s prosecution, a few days ago, those criminals got such a severe punishment that many of their generations will now think twice before committing crimes.”

CM said that we ensured transparency in the recruitment commissions and boards of the state. Recently, examination for 35,000 police constables was conducted in which 28 lakh youth participated. Earlier, examination was held for 41 thousand home guards. In the last 9 years, the recruitment process of 2.25 lakh policemen has been completed in a transparent manner, without recommendation and without discrimination. This is the beginning of achieving the goal of establishing the rule of law and good governance.

He further said, “When the government was formed in 2017, it was found that several lakh recruitments were pending, but various recruitment processes were stayed by the Supreme Court, High Court and other courts. I asked why the recruitment board was not meeting the expectations of the courts. Once we initiated appropriate action, the courts also allowed the recruitment process to proceed. When we started the recruitment, we found that only 3,000 recruitments were being completed at a time. After this, 9 months of training was given, it took several decades. As a result, 60,244 police personnel were trained in the field.

The Chief Minister further says, “The results came because we moved fast. Whenever steps are taken, there is criticism, but we should move forward without fear. The policemen on whom we trust the security of such a large population, used to live in dilapidated barracks in winter, summer and monsoon.”

Their problems and facilities were ignored. However, today the tallest buildings in the 56 districts are likely to be UP Police barracks. These districts demonstrate that the state is no longer crawling, but running.”

He said that the infrastructure facilities in Uttar Pradesh Police have been significantly strengthened. Earlier there were only 4 forensic laboratories, but today the number has increased to 12. UP Police also has a forensic institute. 6 additional A-grade laboratories are under construction.

Mobile forensic vans are available in every district, 3 vans are available in big districts and 2 vans are available in small districts. If these preparations had not been done in advance, we would not have been able to implement the three new laws effectively.

“Earlier, there was only one cyber security police station in UP. Today, there are cyber police stations and cyber help desks in all 75 districts. Many cases of cyber fraud are reported, and if information is received timely, victims’ money can be saved,” he said.

CM told the candidates that in today’s era nothing remains hidden. From the point of view of smart policing, you are going to play a major role as a digital warrior. Earlier, when people from UP went out of the state in search of jobs, they were often ignored regardless of their qualifications. Today employment opportunities have strengthened in our own state and district. If there is a better opportunity somewhere else then no one can stop you from achieving it.

He said, “9 years ago, there were only 14,000 big factories in Uttar Pradesh. Today, there are 32,000 big factories, which are providing employment to lakhs of youth. The MSME sector had almost collapsed, but today 96 lakh MSME units have revived and new employment opportunities have been created. Local residents are now able to find work within UP as per their interest.”

He said that the economy grows rapidly in a safe environment. The per capita income along with the economy of Uttar Pradesh has grown more than three times in the last 9 years. People now want to come to UP in every area. The newly selected candidates are fortunate to be a part of the world’s largest civilian police force in the transformed Uttar Pradesh.

He told the newly selected candidates that there is no need for recommendation at any level from the recruitment process to appointment. You have progressed only on the basis of merit. When there is no discrimination at any level, the government also expects honesty and dignified discharge of responsibilities from you.

Unnecessary pendency and tendency to postpone work should end. If we had also adopted the delaying attitude of the previous governments, then recruitment, infrastructure facilities and training centers would never have been developed.

He said, “Uttar Pradesh is no longer a sick state, but has become the growth engine of the country’s economy. UP is now counted among the top three states. In almost every scheme of the Government of India, Uttar Pradesh is in first or second place. Results come only through collective efforts. To strengthen the identity that UP has created, you too will have to excel in your respective fields.”

On this occasion, Finance and Parliamentary Affairs Minister Suresh Khanna, Additional Chief Secretary (Home) Sanjay Prasad, Director General of Police Rajiv Krishna, Director General (Prisons) PC Meena, Director General (Recruitment Board) SB Shirodkar, ADG (Technical Services) Naveen Arora and others were present.
