The infection is now progressing at full speed in Karnataka. A day after veteran Congress leader Siddaramaiah resigned as chief minister, the party has begun intense internal deliberations on the form of government to be led by incoming chief minister DK Shivakumar. Even before Shivakumar is formally sworn in, talks within the Congress have focused on who will remain in the cabinet, who will be dropped and what new power centers will emerge in the post-Siddaramaiah era.

This process is politically complex. The Congress leadership will have to balance regional representation, caste equation, generational change, factional adjustments and the ambitions of leaders who believe this reshuffle is their best chance in years.

Several reports suggest that the Congress high command is considering major changes instead of regular reshuffle. The broader thinking seems to be the Kerala model – mixing experienced ministers with young faces who can help the party prepare for the 2028 assembly elections.

Senior Congress leader Satish Jarkiholi hinted at this while speaking about the change. He said, “There should be new and young faces in the cabinet. We need this for the future.” He also confirmed that the Karnataka Pradesh Congress Committee (KPCC) posts will be discussed after both Siddaramaiah and Shivakumar return to Bengaluru.

Jarkiholi also indicated that many decisions are still undecided. “Let’s wait till tomorrow to know how many deputy CMs there will be,” he said, adding that the Congress legislature party meeting is expected to be held on Friday and the swearing-in ceremony may take place by Monday.

Importantly, former Karnataka Law Minister HK Patil underlined that Siddaramaiah will remain politically relevant despite leaving office.

The message is important because one of the biggest concerns inside the Congress is how to carry out a transition of power without alienating Siddaramaiah loyalists, who dominate large sections of the party organization and the legislature wing.

Siddaramaiah camp still wants strong representation

Speculations intensified after Siddaramaiah along with his son Yatindra Siddaramaiah met the Congress high command in Delhi on Thursday. This meeting has fueled political discussion that Yatindra may be given an important organizational or government role in the new government.

Though there is no official confirmation yet, it is expected that leaders close to the outgoing CM will push for adequate representation of the Siddaramaiah camp in both the cabinet and the party structure.

The Congress leadership is aware that any notion of complete transfer of power to Shivakumar’s faction could deepen internal fault lines. That is why the emerging formula seems to focus on coexistence rather than replacement.

Karnataka will get 4 Deputy CMs?

The biggest unresolved question is whether Karnataka will get multiple deputy chief ministers under Shivakumar.

Reports suggest that the party is considering appointing four deputy CMs to balance caste and regional equations. Some reports say that Karnataka minister Priyank Kharge could be one of the deputy CMs, although there has been no formal announcement on this. The proposal reportedly includes representation from Dalit, OBC, minority and Lingayat communities. This model is politically useful for the Congress as it allows the leadership to distribute power symbolically without diluting Shivakumar’s authority as chief minister.

However, the final number is undecided. Jarkiholi’s comments suggest that consultations are still going on and no final formula has been decided yet.

Satish Jarki Is the importance of Holi increasing?

One name among the leaders whose stature seems to be increasing during this change is that of Satish Jarkiholi. The senior leader from North Karnataka is being seen as a key consensus figure within the party, especially due to his acceptability across factions and communities.

There is growing speculation that he may get either an increased cabinet portfolio or a key organizational role, including possible discussions around the post of KPCC president.

Given the Congress’s renewed focus on strengthening its base in North Karnataka, Jarkiholi’s role could be central in the party’s long-term election strategy.

Lingayat representation in cabinet

Senior Congress leader and former minister Ishwar Khandre has urged the party high command to ensure strong representation for the Lingayat community in the new Karnataka cabinet. Emphasizing that the Congress has 36 Lingayat MLAs in the assembly, Khandre said the community deserves significant representation in the government.

He also argued that if the party goes ahead with the proposal to appoint several deputy chief ministers, one of the posts should be given to a Lingayat leader to maintain social and political balance within the cabinet.

Who can be removed?

Although no official list has been revealed, indications from the Congress leadership point towards a performance and balance-based reshuffle. A number of sitting ministers are believed to be under review, especially those facing allegations of non-performance, weak political reach or limited regional influence.

The push to bring young faces into the cabinet also means that some senior ministers may make way for first-time entrants or second-string leaders. Sources within the party indicate that the high command wants ministers who can perform well politically rather than merely satisfying factional arithmetic ahead of the 2028 elections.

At the same time, the Congress leadership is trying to avoid public anger. That’s why some outgoing ministers may be accommodated in party organization roles, corporations or boards.

Kolar leaders are pushing for representation

Despite cabinet discussions continuing in Bengaluru and Delhi, lobbying has intensified from various districts. A group of Congress MLAs and leaders from Kolar district have now written a letter to Congress President Mallikarjun Kharge, demanding a ministerial berth in the new cabinet.

Signatories to the letter include:

  • Kothur ji Manjunath, MLA from Kolar

The demand reflects a broader trend now visible within the Karnataka Congress that almost every influential regional faction wants representation in the new government under Shivakumar before the power equations are permanently settled.

What does the Congress high command want?

Despite the heated exchange, senior leaders have been publicly insisting on party discipline and the authority of the central leadership.

Former Karnataka Law Minister HK Patil told CNN-News18 that although there are many claimants, the decision of the Congress high command will ultimately be accepted by all. He said, “There are aspirants but everyone will accept the Congress high command’s views on cabinet formation.”

Patil also rejected BJP’s attempts to portray Siddaramaiah’s exit as a sign of instability. He said, “Siddaramaiah will be around so attempts to take advantage of BJP will not work.”

Notably, Patil said that he was “satisfied” with his tenure as Law Minister – a comment being interpreted in political circles as an indication that some senior leaders may step down voluntarily to facilitate generational change.

Real challenge for DK Shivakumar

For Shivkumar, becoming the Chief Minister is just the beginning. His major challenge will be to manage the competing ambitions within the Congress as well as prove that he can run a stable administration and keep the party electorally united.

So the cabinet he chooses will be closely watched not only for its governance priorities but also as a map of the future power structure of the Congress in Karnataka.

For now, the only certainty is that the Karnataka cabinet change is shaping up to be much bigger than a simple change of chief minister.
