Dehradun: The Dehradun district administration has ordered the authorities to maintain law and order and ensure smooth traffic management in Mussoorie during the tourist surge for Christmas, New Year and winter vacations, according to a release. The order will be effective from the date of issuance till 20 January 2025, as per an official release.
“Order of the District Administration Dehradun under Section 163 (1) of the Indian Civil Defence Code to maintain law and order and a smooth traffic system in view of the heavy influx of tourists during Christmas, New Year and winter tourism in Mussoorie,” the notice said.
District Magistrate Dehradun Savin Bansal has implemented the winter travel system for the first time in Mussoorie and also fixed the responsibility of the officers.
DM Savin Bansal fixed the responsibility of all the departments for the winter travel system in Mussoorie and said that legal action would be taken for violating the rules made for the Mussoorie travel system.
Earlier, Chief Minister Pushkar Singh Dhami instructed the Tourism Department to formulate a policy within four weeks to develop wedding destinations in Uttarakhand. He also directed officials to expedite arrangements for the night landing of aircraft at Pantnagar and Dehradun airports. These instructions were issued during the third meeting of the Uttarakhand Investment and Infrastructure Development Board (UIIDB) at the Secretariat.
The Chief Minister emphasised the need for swift implementation of the action plan to develop two new cities. He also called for phased development of the Ganga and Sharda Corridors, as well as the Knowledge City in Dakpathar, with all projects to be formally initiated by June 2026.
Dhami highlighted the importance of planning and executing various development schemes in alignment with the state’s needs for the next 25 years. He stressed that to achieve Prime Minister Narendra Modi’s vision of a developed India by 2047, the state must work on short-term, medium-term, and long-term plans.

While the news of the passing of a great athlete is always met with sadness, it is also, as always, a chance to celebrate a person’s extraordinary achievements in their career and their life. Graham Thorpe, Franz Beckenbauer and Anshuman Gaikwad were among the great players lost to the world in 2024.
Mario Zagallo was the first and so far only one of three men to win the Men’s Football World Cup as both a player and coach. One of the most charismatic and superstitious figures in Brazilian football, he was also known for his fondness for the number 13 and his frequent use of the phrase “You have to stay with me” – lashing out at critics. He said that 13 is his lucky number because it contains the last two digits of his birth year: 1931.
Zagallo played a role in almost every major chapter of Brazil’s football history, from its first World Cup title in 1958 to the tournament being held in 2014. He was a forward for Brazil when they won the World Cup in Sweden in 1958 and Chile in 1962, and one of the first players to function as a false winger, playing between a midfielder and a striker.
Zagallo retired in 1965 and began his coaching career with Rio de Janeiro club Botafogo the following year. Named coach of the national team in 1970, just before the World Cup in Mexico, he inherited a team that included Pelé, Jairzinho, Gerson, Roberto Rivelino and Tostão. Brazil defeated Italy 4–1 in the final and became three-time champions for the first time. When Brazil won the 1994 World Cup in the United States, and again defeated Italy in the final, Zagallo was assistant coach to Carlos Alberto Parreira. Zagalo died on 5 January.
Widely regarded as the greatest defender of all time and the man who invented the libero role in defensive midfield, the death of Franz Beckenbauer brought an outpouring of tributes from almost all walks of life. Nicknamed Der Kaiser, or “The Emperor”, Beckenbauer was the second man after Zagallo to win the FIFA World Cup as a player and manager, the third being France’s Didier Deschamps. Beckenbauer was captain of the West Germany team that won the World Cup in 1974 and later led the team to the title once again as manager in 1990. He also won the European Championship with West Germany in 1972.
Beckenbauer won 104 caps for West Germany and over 400 caps for Bayern Munich. In his 13 years with the Bavarian club between 1964 and 1977, Beckenbauer was part of the Bayern team in 1973/74, 1974/75 and 1975/76 that won a hat-trick of European Cup titles, now called the UEFA Champions League. , They also won five German league titles and the same number of German Cups in 1966/67, along with one Intercontinental Cup and one European Cup Winners’ Cup.
The same year that he resigned from his position, Beckenbauer was made manager of West Germany. Despite having no prior experience as a coach, Beckenbauer led the team to consecutive World Cup finals in 1986 and 1990, winning the title in the latter year. Beckenbauer led Germany’s successful bid for the 2006 World Cup and was part of the tournament organizing committee. However, events related to this period and subsequent corruption allegations, which followed him until his death, have somewhat tarnished Beckenbauer’s legacy. He died at the age of 78.
At the time of his death, Dattajirao Gaekwad was the oldest living Indian cricketer. He played 11 Tests for India between 1952 and 1961, captaining the national team on the tour of England in 1959. India lost all five Tests and also performed poorly in first-class games, although Gaikwad himself batted courageously on the tour, scoring 1174 runs (34.52). The right-handed batsman made his debut against England at Leeds in 1952 and his last international match was against Pakistan at Chennai in 1961.
In the Ranji Trophy, Gaikwad represented Baroda from 1947 to 1961. He scored 3139 runs at an average of 47.56, which included 14 centuries. His highest score was 249 not out against Maharashtra in the 1959–60 season. He became India’s oldest living Test cricketer following the death of former batsman Deepak Shodhan at the age of 87 in Ahmedabad in 2016. Gaekwad himself died at the age of 95.
Mike Procter was South Africa’s first coach upon their return to international cricket after the fall of apartheid and was an outstanding all-rounder who was rarely seen by the world due to the country’s isolation from international cricket. Procter played only seven Tests between 1967 and 1970 and would have joined Ian Botham, Kapil Dev, Imran Khan and Richard Hadlee in an era of great all-rounders had South Africa not been isolated.
He was a leading player for Gloucestershire and in 401 first-class matches, Procter scored 21,936 runs at an average of 36.01 with 48 centuries and 109 fifties. He also took 1417 wickets while maintaining an incredible strike rate and average of 46.1 and 19.53 respectively. Procter played a role in South Africa’s return to success after rejoining international cricket, leading them to the semi-finals of the 1992 World Cup in Australia.
Arguably one of England’s greatest distance spinners, Underwood was the world number one bowler for almost four years between 1969 and 1973. Sunil Gavaskar described Underwood as one of the toughest bowlers he has ever faced. Underwood took 297 wickets in 86 Test matches between 1966 and 1982. The spin-bowling icon dedicated his entire first-class career to Kent.
Underwood officiated England’s famous victory over arch-rivals Australia at The Oval in 1968. The great England spinner had taken match-winning figures of 7-50 against his Ashes rivals at that time. When Underwood made his Test debut in 1966, he was 21 years old. He played his final Test for the Three Lions in 1982. Underwood played 86 Tests, taking 297 wickets at an average of 25.83, including 17 five-wicket hauls. He took a total of 2465 wickets in 676 first-class matches.
About six months after the death of his father Dutta Gaekwad, Anshuman Gaekwad also passed away. Gaikwad played 40 Tests and 15 ODIs from 1975 to 1987. He scored 1985 runs in Tests; His highest score in this format was 201, which came in a marathon 11-hour innings against Pakistan. Gaikwad’s statistics may not have been very impressive but he was known for his patience with the bat. Apart from his marathon double century against Pakistan, Gaikwad was also known for standing up against the West Indies’ tyranny during the controversial Jamaica Test of 1977. Gaikwad scored a brilliant 81 in that match, where captain Bishan Singh Bedi had to declare the innings early to protect the health of his teammates.
Gaikwad was the head coach of the Indian men’s team in two different stints; From 1997 to 1999 and again in 2000. During his tenure, India also finished runners-up in the 2000 Champions Trophy. Gaikwad also worked with the Kenyan team for some time. He was also a member of the BCCI’s Cricket Advisory Committee (CAC), from which he resigned in 2019. In recent years, he served as the President of the Indian Cricketers’ Association.
Graham Thorpe’s death came as a shock to the cricket world and sparked a conversation on mental health in the game. The great former batsman died by suicide on August 4 at the age of 55. Thorpe scored 6744 runs in 100 Test matches between July 1993 and June 2005 at an average of 44.66 with 16 centuries and 39 half-centuries. He also played 82 ODI matches, scoring 2380 runs at an average of 37.18 and 21 half-centuries.
Thorpe retired from ODIs in 2002 and took an indefinite break from cricket following the public breakdown of his marriage. He was appointed as the head coach of Afghanistan in March 2022, but before joining the team, he was hospitalized with a serious illness. His widow Amanda later revealed that this was his first attempt to take his own life. Thorpe never commanded Afghanistan.

Five people, including a nine-year-old boy, were killed when a man drove a car into a crowded Christmas market in Magdeburg, Germany, on December 20.
More than 200 people were injured in the attack on Friday evening, including about 40 people who sustained serious or critical injuries.
On Tuesday, Germany’s president, Frank-Walter Steinmeier used his traditional Christmas address to the nation to call for national unity.
He said: “A dark shadow hangs over this Christmas.”

Der Spiegel news magazine reported that al-Abdulmohsen was a supporter of the anti-immigrant Alternative for Germany (AfD) party.
Mina Ahadi, chairwoman of Germany’s Central Council of Ex-Muslims, told the German daily newspaper Tageszeitung that the suspect was known to the council and he had tried to send a donation about eight years ago.
She recalled his behaviour as “aggressive” and said she felt like she was “dealing with a mentally ill person”.
Ahadi wrote on X on Saturday that al-Abdulmohsen had “terrorised” the council for several years.
“His delusional ideas went so far that he assumed that even organisations critical of Islamism were part of the Islamist conspiracy,” she said.
What have the authorities said?
German Interior Minister Nancy Faeser told reporters on Saturday: “At this stage, the only thing we can say with certainty is that the perpetrator was clearly Islamophobic. We can already confirm that. Everything else is subject to further investigations.”
On Sunday she said the attacker did “not fit any previous pattern” because “he acted like an Islamist terrorist although ideologically he was clearly an enemy of Islam”.
Parliamentary committee hearings will be held on December 30 into the attack in which Faeser and the heads of Germany’s domestic and foreign intelligence services will answer questions, a senior lawmaker told the AFP news agency.
What was the suspect’s motive?
Magdeburg Prosecutor Horst Nopens said on Saturday that one factor contributing to the suspect’s motives could be his frustration with Germany’s handling of Saudi refugees.
The suspect had issued online death threats targeting German citizens and had a record of conflicts with state authorities.
According to a Der Spiegel news magazine report which quoted security sources, the Saudi secret service alerted the Federal Intelligence Service (BND), Germany’s foreign intelligence agency, a year earlier about a tweet in which al-Abdulmohsen warned that Germany would face consequences for its treatment of Saudi refugees.
In August he wrote on social media: “Is there a path to justice in Germany without blowing up a German embassy or randomly slaughtering German citizens?… If anyone knows it, please let me know.”
Quoting security sources, Die Welt newspaper reported that the German state and federal police carried out a “risk assessment” on al-Abdulmohsen last year but concluded he posed “no specific danger”.
What else is known about the suspect’s motives?
Felix Neumann, policy adviser on security issues at Germany’s Konrad Adenauer Foundation, told Al Jazeera it was initially assumed that the incident was “an Islamist attack as it was very similar to the attack on Breitscheidplatz in 2016” when a truck deliberately drove into a Christmas market in Berlin, killing 13 people.
“Looking at the comments he made online, however, it is now rather unlikely that it was an Islamist attack,” Neumann said.
“The perpetrator was very critical of Islam and shared right-wing extremist narratives on his X account. Further investigations will show what motivated him in the end, but the concept of ‘salad bar extremism’ could apply here.
“This means that individuals individually pick out those aspects that are plausible for them, but there is no uniform, coherent ideology.”
Could the government have done more to prevent the attack?
Neumann said: “Germany is a federal system, which has various advantages, but sharing information is not one of them.
“Foreign intelligence services and individuals who provided information about the perpetrator’s potential danger must now be investigated, and it must be established where there were errors in the chain of information sharing.
“This must then be optimised so that potential threat analyses can be passed on better between the authorities.”

The world is in a festive mood with Christmas, the birth of Jesus Christ, falling on Wednesday. Most of the establishments will remain closed on that day with people getting a midweek break. But that is not necessarily true for Christmas eve.
Are banks open or closed for Christmas eve?
Christmas eve or December 24 is not a holiday for banks in general. Most of the banks will remain open on Tuesday before closing in for Christmas day around the country.
There are a few exceptions, though. Three states, Mizoram, Nagaland, and Meghalaya, enjoy a bank holiday on Christmas Eve.
So, if you don’t live in these three states, you can go to the bank and get that pending work done. Apart from Christmas eve and Christmas, there are a few more holidays in the last days of 2024.
Bank holidays in the last week of December
Banks in Nagaland, Mizoram and Meghalaya will remain closed on December 26 as well. While all others will be open on December 27, Nagaland will take another day off to celebrate Christmas. So, the banks in the state will remain closed from December 24 to December 27.
December 28 is the fourth Saturday of the month so it’s also an official bank holiday in the country.
In some states, bank employees are going to enjoy an extended period of leave while most of the country’s financial institutions will remain functional on all working days, apart from Wednesday. Whoever needs to go to a bank for any kind of work needs to plan it according to the state they live in.

“I feel bad, I still do,” said Eidwicht, as she stood in the Christmas market close to the spot where the car sped through on Friday, killing five people and injuring more than two hundred others.
“My granddaughter was here. I rang her because my daughter told me that something had happened here. And she didn’t answer for two hours.”
There is deep sadness here – and anger directed at the government and migrants. “It can’t go on like this,” said Eidwicht.
A Saudi refugee aged 50 has been arrested for the attack but the motive is unknown.
Officials say Taleb Al-Abdulmohsen, was an “untypical” attacker. Germany’s Christmas markets and festivals have come under attack before, mainly from extreme Islamists.
He has been described as critical of Islam and he also voiced support on social media for the far-right Alternative for Germany party, hailing the party for fighting the same enemy as him “to protect Germany”.
The AfD has not commented on those posts. The party held a rally in Magdeburg later on Monday where co-leader Alice Weidel called for change “so we can finally live once again in security”. The crowd responded with calls of “deport them” according to news agencies.
Her party is currently riding high in the opinion polls ahead of federal elections on 23 February, especially in states like Saxony-Anhalt in the former East Germany.
This attack has brought two big elections issues to the fore, security and immigration, and AfD figures have highlighted both since the attack.
Despite the suspect’s many statements expressing hostility to Islam, the head of the AfD in Sachsen-Anhalt, Martin Reichardt, said in a statement “the attack in Magdeburg shows that Germany is being drawn into political and religious fanaticism that has its origins in another world”.
In a post on X, Weidel said the government’s discussion of new security laws following the attack “must not distract from the fact that Magdeburg would not have been possible without uncontrolled immigration. The state must protect its citizens through a restrictive migration policy and consistent deportations!”

A counter-demonstration also took place, with anti-racism groups accusing the AfD of exploiting the attack.
David Begrich from Miteinander e.V. said people in the city needed a chance to catch their breath.
“In the migrant communities, there is great concern about being made into a scapegoat,” he said. “We don’t want that. We want to organise solidarity across society, but at the same time we are also sensitive to the voices of those who are now reacting with fear and uncertainty.”
German President Frank-Walter Steinmeier made a plea for national unity, saying “a dark shadow hangs over this Christmas”.
“Hatred and violence must not have the final word. Let’s not allow ourselves to be driven apart. Let’s stand together!” he said.
Germans are asking how the attack could have happened, when security was already heightened at Christmas markets and when authorities had clearly investigated the suspect several times in recent years.
The threat he posed was considered “too unspecific”, according to one assessment, while one tip-off against him in September 2023 appears to have fallen through the cracks.
In another apparent security failing, the driver was also able to get through a gap that had been left open for emergency access when it should have been filled by a police van.
Stallholders at the Christmas market have now been allowed to come back, to throw away old food and remove their equipment and stocks.

There has also been hostility towards journalists over the past few days, especially after some 2,000 people joined a protest by the far right in Magdeburg on Saturday night.
The Association of German Journalists said there had been aggression and threats against the press and appealed for greater police protection.
The BBC team joined mourners gathered in Cathedral Square for a live stream of the vigil for victims of the attack and many who spoke to them said it was important to show solidarity at a time of terrible distress.
But one woman struck a note of caution. There are “some Nazis here, who don’t like journalists,” she said. “Please be careful.”
