Defence Minister Israel Katz warns Houthi rebels that Israel will ‘behead’ its leaders as it did to Hamas.

Israel’s Minister of Defence Israel Katz has for the first time publicly acknowledged that his country assassinated Hamas political chief Ismail Haniyeh, warning that the Yemen-based Houthis will also be struck a “severe blow”.

Speaking on Monday evening at an event honouring Defence Ministry personnel, Katz said Israel had “dealt a severe blow to the axis of evil, and we will also deal a severe blow to the Houthi terrorist organisation in Yemen, which remains the last to stand”.

“When the Houthi terrorist organisation is firing missiles at Israel, I want to convey a clear message to them at the beginning of my remarks: We have defeated Hamas, we have defeated Hezbollah, we have blinded Iran’s defence systems and damaged the production systems, we have toppled the [Bashar al-]Assad regime in Syria,” Katz said.

Israel will “damage [Houthi] strategic infrastructure, and we will behead their leaders – just as we did to Haniyeh, Sinwar and Nasrallah in Tehran, Gaza and Lebanon – we will do it in [Yemen’s] Hodeidah and Sanaa”, Katz added, referencing the subsequent killings of Hamas’s Gaza chief Yahya Sinwar and Hezbollah leader Hassan Nasrallah.

The Houthis have carried out numerous missile attacks on Israel in recent months, including a strike on Tel Aviv on Saturday using what the Houthis described as a hypersonic ballistic missile.

More than a dozen people were lightly injured when the missile evaded Israeli defence systems and struck a public park in Jaffa.

Haniyeh was assassinated on July 31 while visiting Tehran to attend the inauguration of Iranian President Masoud Pezeshkian.

According to Iranian state media reports at the time, the Hamas leader and his bodyguard were killed when an “airborne guided projectile” hit a special residence for military veterans, in which he was staying, in northern Tehran at about 2am local time.

Iranian and Palestinian officials blamed the assassination on Israel, but Israeli officials had until now neither confirmed nor denied its involvement.

Haniyeh’s killing sparked anger across Palestine and stoked fears of a wider regional conflict as Iran’s Supreme Leader Ayatollah Ali Khamenei promised “harsh punishment” in retaliation.

In October, Iran launched a barrage of missiles at several Israeli cities in what it said was retaliation for the killings of the leaders of its allies, Hamas and Hezbollah.

The Israeli army said only a “few” hits were recorded in the central and southern parts of the country, while Israel’s emergency service said two people were injured from falling shrapnel in the Tel Aviv area.

No Israeli deaths were reported. Palestinian authorities said a man was killed by falling debris in the occupied West Bank.

Guns – from antique rifles to Glocks – are James Rabun’s family business

Kennesaw, Georgia, has all the small-town fixings one might imagine in the American South.

There’s the smell of baked biscuits wafting from Honeysuckle Biscuits & Bakery and the rumble of a nearby railroad train. It’s the kind of place where newlyweds leave hand-written thank-you cards in coffee shops, praising the “cozy” atmosphere.

But there’s another aspect of Kennesaw that some might find surprising – a city law from the 1980s that legally requires residents to own guns and ammo.

“It’s not like you go around wearing it on your hip like the Wild Wild West,” said Derek Easterling, the town’s three-term mayor and self-described “retired Navy guy”.

“We’re not going to go knock on your door and say, ‘Let me see your weapon.'”

Kennesaw’s gun law plainly states: “In order to provide for and protect the safety, security and general welfare of the city and its inhabitants, every head of household residing in city limits is required to maintain a firearm, together with ammunition.”

Residents with mental or physical disabilities, felony convictions, or conflicting religious beliefs are exempt from the law.

To Mayor Easterling’s knowledge, and that of multiple local officials, there have been no prosecutions or arrests made for violating Article II, Sec 34-21, which came into law in 1982.

And no one that the BBC spoke to could say what the penalty would be for being found in violation.

Still, the mayor insisted: “It’s not a symbolic law. I’m not into things just for show.”

For some, the law is a source of pride, a nod to the city’s embrace of gun culture.

For others, it’s a source of embarrassment, a page in a chapter of history they wish to move beyond.

But the main belief amongst the townsfolk about the gun law is that it keeps Kennesaw safe.

Patrons eating pepperoni slices at the local pizza parlour will propose: “If anything, criminals need to be concerned, because if they break into your home, and you’re there, they don’t know what you got.”

There were no murders in 2023, according to Kennesaw Police Department data, but there were two gun-involved suicides.

Blake Weatherby, a groundskeeper at the Kennesaw First Baptist Church, has different thoughts on why violent crime might be low.

“It’s the attitude behind the guns here in Kennesaw that keep the gun crimes down, not the guns,” Mr Weatherby said.

“It doesn’t matter if it’s a gun or a fork or a fist or a high heel shoe. We protect ourselves and our neighbours.”

Pat Ferris, who joined Kennesaw’s city council in 1984, two years after the law was passed, said the law was created to be “more of a political statement than anything”.

After Morton Grove, Illinois became the first US city to ban gun ownership, Kennesaw became the first city to require it, triggering national news headlines.

A 1982 opinion piece by the New York Times described Kennesaw officials as “jovial” over the law’s passage but noted that “Yankee criminologists” were not.

Penthouse Magazine ran the story on its cover page with the words Gun Town USA: An American Town Where It’s Illegal Not to Own a Gun printed over an image of a bikini-clad blonde woman.

Similar gun laws have been passed in at least five cities, including Gun Barrel City, Texas and Virgin, Utah.

In the 40 years since Kennesaw’s gun law was passed, Mr Ferris said, its existence has mostly faded from consciousness.

“I don’t know how many people even know that the ordinance exists,” he said.

Blake Weatherby says that growing up, his father told him “if you’re a man, you’ve got to own a gun”

The same year the gun law took effect, Mr Weatherby, the church groundskeeper, was born.

He recalled a childhood where his dad would half-jokingly tell him: “I don’t care if you don’t like guns, it’s the law.”

“I was taught that if you’re a man, you’ve got to own a gun,” he said.

Now 42, he was 12 years old the first time he fired a weapon.

“I almost dropped it because it scared me so bad,” he said.

Mr Weatherby owned over 20 guns at one point but said now he doesn’t own any. He sold them over the years – including the one his dad left him when he died in 2005 – to overcome hard times.

“I needed gas more than guns,” he said.

One place he could’ve gone to sell his firearms is the Deercreek Gun Shop located on Kennesaw’s Main Street.

James Rabun, 36, has been working at the gun store ever since he graduated high school.

It’s the family business, he said, opened by his dad and grandad, both of whom can still be found there today; his dad in the back restoring firearms, his grandad in the front relaxing in a rocking chair.

For obvious reasons, Mr Rabun is a fan of Kennesaw’s gun law. It’s good for business.

“The cool thing about firearms”, he said with earnest enthusiasm, “is that people buy them for self-defence, but a lot of people like them like artwork or like bitcoin – things of scarcity.”

Among the dozens and dozens of weapons hanging on the wall for sale are double barrel black powder shotguns – akin to a musket – and a few “they-don’t-make-these-anymore” Winchester rifles from the 1800s.

In Kennesaw, gun fandom has a broad reach that extends beyond gun shop owners and middle-aged men.

Cris Welsh, a mother of two teenaged daughters, is unabashed about her gun ownership. She hunts, is a member at a gun club, and shoots at the local gun range with her two girls.

“I’m a gun owner”, she admitted, listing off her inventory which includes “a Ruger carry pistol, a Beretta, a Glock, and about half a dozen shotguns”.

However, Ms Welsh is not fond of Kennesaw’s gun law.

“I’m embarrassed when I hear people talk about the gun law,” Ms Welsh said. “It’s just an old Kennesaw thing to hang onto.”

She wished that when outsiders thought of the city, they called to mind the parks and schools and community values – not the gun law “that makes people uncomfortable”.

“There’s so much more to Kennesaw,” she said.

City council member Madelyn Orochena agrees that the law is “something that people would prefer not to advertise”.

“It’s just a weird little factoid about our community,” she said.

“Residents will either roll their eyes in a bit of shame or laugh along about it.”

However, they are still at the start of the review process and haven’t yet decided on a business integration plan yet.

“Creation of new mobility value by bringing together the resources including knowledge, talents, and technologies that Honda and Nissan have been developing over the long years is essential to overcome challenging environmental shifts that the auto industry is facing,” said Honda Director and Representative Executive Officer Toshihiro Mibe.

He added that the final decision will be out by the end of January 2025.

If the merger happens, both the automakers will have common and standardised vehicle platforms for each other.

Their cars, though branded differently, will also share the same production lines for being manufactured.

They also announced that they would provide “new financial services” throughout the vehicle lifecycle, to customers of both organizations.

This comes after the companies announced in August this year that they had signed an MoU for jointly researching on technologies related to next-generation software-defined vehicles (SDVs).

The plan at the moment is to establish, through a joint share transfer, a joint holding company that will be the parent company of both companies.

Both Nissan and Honda will be fully owned subsidiaries of the joint holding company and will operate separately, retaining their own unique identities.

“What’s worrying is the scope and scale of this,” said Matt W.J. Richardson, head of intelligence at the Canadian Open Source Intelligence Centre. He said several accounts featured more than one woman who he suspected was underage.

Within a day of her report to authorities on Dec. 16, all accounts were removed from OnlyFans, said Richardson, whose organization works with law enforcement and government agencies to help combat crimes such as human trafficking and child exploitation. Trains in open source intelligence.

Richardson said she has reported 26 accounts as suspected child sexual abuse material (CSAM) to the National Center for Missing and Exploited Children, a US-based clearinghouse for CSAM-related tips.

Some of the accounts were linked to each other through promotional posts, Richardson said, suggesting they may have been controlled by the same person or group.

Richardson said that photos on the accounts appear to be women with physical characteristics similar to those of women under the age of 18. Most, he said, had narrow hips and lacked physical maturity. Many, he said, had narrow shoulders or appeared to be “shorter than five feet.”

In most countries, including the US, UK and Canada, sexually explicit images of minors are banned and are against OnlyFans’ rules. On its website, OnlyFans states that it prohibits content that exploits or abuses anyone under the age of 18, even if the person under 18 is “pretending” to be an adult.

The National Center for Missing and Exploited Children (NCMEC) told Reuters it could not comment on reports made on its tip line. Generally, NCMEC said, it tries to confirm whether reported webpages actively host pedophilia or exploitative material. When necessary, it notifies the company hosting the content; It is then up to the company to remove or block the content. Additionally, all tips “have been forwarded to the appropriate law enforcement agency for possible investigation,” NCMEC said.

Responding to the findings of this story, an OnlyFans spokesperson said that the company has a “zero tolerance approach” to child sexual exploitation material on the platform and “ensures that all creators are over the age of 18.” “There are strict onboarding procedures.” OnlyFans works closely with NCMEC to “thoroughly investigate any reports we receive from others regarding our platform,” the spokesperson said.

He did not answer questions about why the 26 accounts were removed only after Richardson reported them.

OnlyFans has stated that it screens all content and immediately removes and reports any suspected child sexual abuse material it detects. CEO Kelly Blair said in a speech in August that the company has a “pre-check team” that uses technology to detect content that is “highly likely to contain children”. Blair has stated that OnlyFans invests heavily in content moderation, which allows it to “focus on keeping the community safe and keeping the community only for adults”. OnlyFans also says that all content is ultimately reviewed by human moderators.

The spokesperson said OnlyFans itself made 347 reports to NCMEC in 2023, “far fewer than the millions of instances reported by other social media platforms, where users can remain anonymous and where content is unmoderated.”

OnlyFans’ 4.1 million content creators typically sell explicit images and videos for monthly subscription fees and one-time payments. The company keeps one-fifth of the revenue. The subscription effectively places paywalls on almost every OnlyFans account, making it difficult to check out the site.

In a July investigation, Reuters used US police and court records to document 30 complaints to law enforcement that child sexual abuse material appeared on OnlyFans between December 2019 and June 2024. More than 200 explicit videos and images are cited in case files examined by Reuters. Children, including some adults, engage in oral sex with young children.

OnlyFans told Reuters at the time that NCMEC had “full access” to the site behind its paywalls. But NCMEC said access to OnlyFans accounts reported on its tip line or associated with a missing child case was “limited.” Additionally, NCMEC stated that it “does not actively monitor, moderate, or actively review content at large” behind OnlyFans’ paywall.

In recent months, Reuters separately investigated non-explicit public profile photos, bios, and posts of OnlyFans creators who shared nearly identical promotional language in their posts. Access to the content was only open to the public without a paid OnlyFans subscription.

According to three people with professional experience identifying child exploitation, including Richardson, 49 of those accounts had female creators with non-explicit profile photos that looked like children. Richardson said that of the 26 cases he reported to NCMEC, four were identified by Reuters.

Eric Silverman, a researcher at Culture Reframed, an organization focused on raising awareness of the harms of pornography among youth, said the 49 profile photos raised serious concerns.

“Their appearance, the wide eyes, the innocent look, the finger in the mouth, these are all visual cues that reflect childhood,” he said. “Even if every one of them is 18 years of age or older, you still have to face the issue that fan only Is profiting from sexual depictions of young looking women.

These accounts are from a few months ago, i.e. till December 2023. All 49 of them were removed after Reuters contacted OnlyFans about its findings.

A company spokesperson said OnlyFans reviewed the usernames provided by Reuters. “In each case, the creators’ government identification documents were checked and verified by a third party, who confirmed that the documents are valid, and that all individuals are over the age of 18.”

The company did not answer questions about why the 49 accounts were removed. OnlyFans also did not respond when asked to identify the “third party” that verified the documents.

Reuters could not confirm the ages of the women displayed in the profiles of the 49 accounts or whether their photos had been digitally altered. OnlyFans’ website says verified creators can post their own AI-generated content, but must disclose it, including the hashtag #AI, for example. The 49 accounts identified by Reuters had no hashtags or language marking the use of AI.

The public descriptions of those accounts often included emojis such as teddy bears, lollipops or baby bottles. In their non-explicit profile photos, some women had their hair in pigtails or braids. Others had braces. Many people referred to themselves by diminutives such as “chhota,” “chhota,” “chhota” or “chhota”.

Some described themselves as “shy” or “innocent”. One profile description read, “If you came to my page, it means you love small, inexperienced girls like me!”

One profile photo was of a woman wearing a skin-tight, rainbow-colored fishnet top and on her OnlyFans page she was described as a “slender princess” who “may look innocent but is a Looking for “well experienced man”.

“She doesn’t even look 15 years old,” said Lori Cohen, CEO of Protect All Children from Trafficking, or PACT, an American nonprofit dedicated to eradicating child sexual exploitation and trafficking.

“It’s a very disturbing image,” Cohen said.

‘This is not a small scale’

Richardson said the 26 accounts he reported suggested possible coordination by content creators.

Typically, an OnlyFans creator has a public profile with one or more photos, and subscribers can log in to view explicit content associated with that creator. But in the cases examined by Richardson, creators often posted images advertising multiple other women, some of whom appeared younger, and linked to those women’s OnlyFans accounts, she said.

“This is not a small scale. It’s not like one or three or four,” Richardson said. “How many are there really?”

Of the 26 accounts Richardson reported on Dec. 16, some of the OnlyFans creators’ profile photos featured what appeared to be an adult woman, but photos posted within the accounts were of suspiciously underage women, she said. The names of their OnlyFans accounts were also included. ,

“Some of them appear to be very young and small,” he said.

He said some of the content on the 26 accounts may be “legacy CSAM”: sexually explicit photos taken when the woman was a girl but posted when she was 18 or older. Three legal experts told Reuters these would still violate laws governing child sexual abuse material.

Richardson has previously researched OnlyFans. In 2022, he and other researchers reported that they found creator profiles with “common indicators” of child sexual abuse material or sex trafficking, including keywords and other language. Shortly after their report was published, a US lawmaker entered it into the Congressional Record, the official history of Congress’s proceedings.

Of the 49 public profiles reviewed by Reuters, many account names included the words – or variations of the words – “small,” “baby,” “sweet” or “lolita.” Experts consulted by Reuters said that when those names are combined with images of young women, they could be used to advertise child sexual abuse material.

The posts sometimes referred to the women as schoolgirls or in other child-oriented terms. For example, one said: “Profanity girl @(account name edited by Reuters) ran away from school.” It continued: “Subscribe and punish him!” The account was removed on December 17, the day after Reuters contacted OnlyFans about its findings.

Bios or posts in the accounts identified by Reuters often included references to women being 18 or having just turned 18. “I’ve been waiting for a long time to turn 18 so I could register on OnlyFans and here I am,” read the profile. Of a woman, whom Cohen said appeared to be underage.

“She has a fullness to her face that is often associated with youth. “Her eyes are very big and babies have bigger eyes on their faces than adults,” Cohen said. Even if the women are actually 18, child exploitation experts say it is still a problem because the images suggest they may be younger. “It creates a demand for younger people and younger bodies,” Cohen said. “This type of behavior normalizes pedophilia.”

Three legal experts told Reuters that it was unlikely that a person could be successfully prosecuted for child sexual abuse material where an adult is presenting themselves as a minor, because the governing law generally prohibits the participants from Let’s focus on the actual age of.

Of the 49 accounts examined by Reuters, the creators often used nearly identical language to describe themselves or particular sexual acts.

“I don’t like parties or noisy clubs, I’m a homebody, Netflix and chill is my weekend,” one woman wrote in her profile. By mid-December, Reuters documented more than 150 instances in which identical or nearly identical language was used in posts from different accounts. Many of those posts, spanning 25 of the 49 accounts reviewed by Reuters, also shared similar combinations of emoji.

Half a dozen of those posts, said to be written by different creators, for example promised that “this beauty will play with her tight holes just for you.”

Many others promised “a beautiful doll for your warmest wishes” or a girl who is “all alone right now and in need of some fresh attention.”

The horrific accident that took place in Kurla earlier this month, when a BEST bus mowed down several pedestrians and vehicles on a narrow, crowded road, killing nine people and injuring 40 others, is only This is just the beginning. Survivors of road accidents and families of victims are not so lucky. The accident is likely to stay with them for the rest of their lives, whether physically or mentally. Hindustan Times spoke to four families whose lives were turned upside down due to reckless driving in recent months, to know how they are dealing with it and the status of the investigation.

All of them are still waiting for justice.

Pinaki Dey, 59:

Despite being a Bengali, Pinaki Dey hated fish curry. To tease him, his wife Reema used to pick up something from his plate with her fish-like fingers. “I want to remember him dancing at our get-togethers, organizing parties, being the life of social gatherings. Our fights, our Tom and Jerry relationship… those are the only memories I have of our 32 year old marriage. I don’t know how I will survive without him, but I have to fight to get him justice,” said Reema.

A jovial, gregarious foodie who was the life of every party and loved by everyone who knew him, Pinaki was about to cross a road in South Mumbai to grab dinner on October 23, when A motorcycle driven by a minor boy hit him. The accident occurred outside the Sir HN Reliance Foundation in Girgaum, where Reema was admitted for surgery at the time.

“Pinaki hated hospital food,” Reema said. “I asked him to eat in the (hospital) canteen, but he insisted on eating something outside. “He didn’t even get his last meal.” Dey was kept on life support for two days before he passed away. “He always came back to stay in my bed after dinner, but that day he didn’t come back,” she said.

Reema, who is still recovering from her surgery, said the minor boy driving the motorcycle was only given an appearance notice and let go, while the owner of the bike has been made a co-accused in the case. “For years now, I have had to fight to get justice and get the money my husband is owed, and his murderer got a slap on the wrist just because he is a minor.”

Reema remembered the moment she heard about her husband’s accident. “I cried over my misfortune that I was unable to get out of bed because of my surgery, unaware that at that exact moment he was struggling on the street, bleeding profusely, with those stupid idiots looking at him, Who made videos instead of helping him,” she said.

He said he’s heard mothers take pride in their teenage sons and daughters being able to drive. “But they don’t realize that a family is torn apart if their inexperienced underage driver kills someone.”

Dixit Rajput, 27:

After losing his elder brother in an accident, 26-year-old Vivek Rajput is still searching for evidence proving negligence to catch his killer.

His brother, Dixit Rajput, was returning home after taking dinner for his family when he was hit by a BEST bus near Shivaji Nagar Junction in Govandi on December 15. “We always ate together and despite attending parties and get-togethers, Dixit always ate with us. ,” Vivek said.

Recalling the day of the accident, Vivek said, “I got a call from my mother at around 12.30 in the night. A police officer who called informed him that my brother had met with an accident. By the time we reached the hospital, doctors had declared him dead.”

Although the police booked the BEST bus driver, Vinod Rankhambe, 39, under a case of culpable homicide and arrested him soon after the incident, he was later released on bail. Police investigation is going on, while Vivek is doing his own investigation.

“I checked the CCTV footage of the area and there was no surveillance video of that particular location, but it is clear that the driver suddenly increased the speed after stopping at the bus stop. After the accident, the driver applied brakes while crossing a distance of more than 20 meters from the accident site, due to which Dixit bled to death,” he said.

Dixit was a member of the non-teaching staff at a prestigious college in Vidyavihar and was very popular among students due to his dedication and commitment to work, his brother said. Dixit had left his studies so that he could support the family financially. “As an elder brother, he has sacrificed a lot for me. And now, I just have his bike to remember him by. The bike is also with the police as the RTO has not yet completed its investigation,” said Vivek.

Vivek said that his brother was always the obedient one among the two siblings and was the apple of his mother’s eye. “He was my lifeline,” said Dixit’s mother Lakshmi. “I’m still looking at the door, hoping that someday he will come in. Due to the negligence of one person our family lost our precious son.”

Vipul Panchal, 44:

“My life changed completely within a few seconds,” said Vipul Panchal, who survived a horrific accident on the Eastern Express Highway on December 14.

The 44-year-old man was returning home from Navi Mumbai to Kandivali on his motorcycle when the driver of a large trailer truck carrying an earth piling machine lost control of the vehicle while descending from the Pant Nagar bridge. The 44 ton machine fell on Panchal from the trailer, amputating his left leg below the knee.

Lying on the hospital bed, Panchal said, “I will no longer be able to ride my bike and will have to depend on it forever until I get an artificial leg.” “I should be supporting my family, not the other way around.”

The trailer driver was given a notice to appear before the police for investigation and was let go. “They told us that the steering wheel of the trailer had jammed, due to which the crane tilted and the machine fell. We are still waiting for the report of the RTO, which examined the health of the vehicle,” said Yogesh Chinchole, police sub-inspector of Deonar police station.

Panchal’s family does not agree with the trailer driver’s story. “If the steering wheel was jammed and the crane tilted, why didn’t the trailer cabin tilt?” said Nilesh Panchal, Vipul’s cousin and business partner. “The driver did not suffer any injuries, which shows that it was his negligence and not any fault. As soon as he fell, a weight of 44 tonnes fell on Vipul’s left leg. His right leg was saved only because it was under his bike.”

Poonam Kharwa, 36:

Sahil Kharwa said, “Every day, I stand at the same spot and remember that terrible incident and watch my mother die in pain.” “I try to forget it, but the crying faces of my sister and brother keep reminding me of that incident again and again.”

At the age of 14, Sahil was left to care for himself and his three younger siblings after his mother, Poonam, died in an accident in August. The family of five – Poonam and her four children – were homeless and lived under the Elphinstone flyover near Kamala Mills in Lower Parel. On August 2, when Poonam was crossing the road, she was run over by an SUV taking a U-turn.

According to the police, 28-year-old software engineer Akshay Kishore Patel, who had only a learner’s license, was driving the car. The car, a Tata Punch, belonged to his colleague Harshita Ahuja, who was in the passenger seat. Patel was charged with careless driving and given a notice to appear for investigation. The police is now preparing the charge sheet against the driver.

Poonam used to make flower garlands, which Sahil used to sell in Lower Parel area. Now, the 14-year-old has been left to fend for herself and her three younger siblings. “I’m very young, and no one is willing to hire me yet. Now, I sell Christmas caps and other decorations at traffic signals to feed my brothers and sisters,” said Sahil.

The UN now says 207 people were killed in a slum neighborhood of the capital, Port-au-Prince, earlier this month.

The United Nations has raised the death toll of a recent mass killing in Haiti, saying its investigation found that 207 people were killed by a gang, including dozens of older people and Vodou religious leaders.

In a report published on Monday, the UN office in Haiti detailed events that took place between December 6 and 11 in the Wharf Jeremie neighbourhood of Cite Soleil, a coastal slum in the capital, Port-au-Prince.

The gang took people from their homes and a place of worship, interrogated them and then “executed” them with bullets and machetes before burning their bodies and throwing them into the sea, the report found.

Earlier this month, human rights groups in Haiti had estimated that more than 100 people were killed in the event, but the new UN investigation concluded that a total of 134 men and 73 women were slaughtered.

“We cannot pretend that nothing happened,” said María Isabel Salvador, the UN secretary-general’s special representative in Haiti.

“I call on the Haitian justice system to thoroughly investigate these horrific crimes and arrest and punish the perpetrators, as well as those who support them,” she said in a statement.

The Haitian government acknowledged the killing of older people in a statement issued earlier this month, and promised to prosecute those responsible for this act of “unspeakable carnage”.

The UN Security Council issued a statement on Monday condemning the latest gang killings and expressing their “deep concern” over the crisis in Haiti, highlighting food insecurity and gang recruitment of children.

Insecurity and isolation

The insecurity has deteriorated so far in Haiti that the UN recently ordered some of its personnel to leave the country or relocate from the capital to safer areas.

The country is increasingly isolated after the Port-au-Prince international airport was closed due to commercial passenger planes being struck by gunfire.

The UN is in discussions over what steps to take in Haiti after an international security mission led by 400 Kenyan police has struggled to restore law and order.

One option being considered is a return to a full-scale peacekeeping operation, despite mixed results by previous deployments, including a “stabilisation” mission, MINUSTAH, which ran from 2004 until it departed in 2017.

‘King Micanor’

Human rights groups in Haiti said the Wharf Jeremie killings began after the son of Micanor Altes, a local gang leader, died from an illness.

Witnesses told the groups that Altes, alias “King Micanor”, accused people in the neighbourhood of causing his son’s illness by casting an evil spell on him.

In Monday’s report, the UN said that people were tracked down in their homes and in a place of worship by Altes’s gang, where they were first interrogated and then taken to a site where they would be killed.

The killings are the latest humanitarian tragedy in Haiti, where gang violence has intensified since the nation’s president, Jovenel Moise, was killed in a 2021 coup attempt.

The Caribbean nation is currently governed by a transitional council that includes representatives from the business community, civil society and political parties, but its government has no control over many areas of the capital city, and gangs are constantly fighting over ports, highways and neighbourhoods.

According to the UN, more than 5,358 people have been killed in Haiti’s gang wars this year and another 2,155 injured. More than 17,000 people have been killed or injured in gang-related violence in Haiti since the beginning of 2022.

President Joe Biden commutes 37 out of 40 federal death sentences


US President Joe Biden has commuted the sentences of 37 out of 40 federal death row inmates, switching their penalty to life in prison without parole.

The three excluded from the measure include the Boston Marathon bomber and the man who killed Jewish worshippers in 2018.

In a statement, Biden said he was “more convinced than ever that we must stop the use of the death penalty at the federal level”. His measure does not include more than 2,000 people convicted to death by state authorities.

Biden’s decision comes before the return of President-elect Donald Trump in January, who resumed federal executions when he was in office.

Among those reprieved by Biden are nine people convicted of murdering fellow prisoners, four for murders committed during bank robberies and one who killed a prison guard.

“Make no mistake: I condemn these murderers, grieve for the victims of their despicable acts, and ache for all the families who have suffered unimaginable and irreparable loss,” Biden added.

Disgraced former New Orleans police officer Len Davis, who operated a drug ring involving other officers and arranged a woman’s murder, is among those who have been shown clemency.

Billie Allen, who had been on federal death row for 27 years, said he felt “great relief” after Biden commuted his sentence.

Allen was convicted of murdering a security guard during a bank robbery in Missouri in 1997. He has always maintained his innocence.

Speaking to the BBC’s Radio 4 World Tonight programme from Terra Haute prison in Indiana, Allen said inmates were “excited they were no longer facing death” when they learnt of the decision.

“You have to realise that when you are facing death every day, to have that burden off you, it’s a great relief.”

Asked about the anger of some victims’ families at the decision, Allen said: “I understand that for some people the death penalty is justice… but these guys in here some said that they were going to use this opportunity to do better, to be better – so maybe they can take some solace in that.”

Heather Turner, whose mother Donna Major was shot dead in a bank robbery in South Carolina in 2017, said she was “hurt” and “very frustrated” that the killer had his death sentence commuted.

Turner told BBC’s World Tonight: “I feel that this decision comes without regard to the victims and their families.

“To make this decision, especially at Christmas, it is gut-wrenching.”

“Justice is not only doing right. It is also handing out the right consequences. And I believe the consequence for murder is death,” Turner said, adding she thought Biden’s decision was “politically motivated”.

The three inmates remaining on death row include Dzhokhar Tsarnaev, who helped carry out the 2013 Boston Marathon bombing, and avowed white supremacist Dylann Roof who shot and killed nine Black churchgoers in Charleston, South Carolina in 2015.

Robert Bowers, who killed 11 Jewish worshippers during a mass shooting in 2018 at the Tree of Life synagogue in Pittsburgh, will also remain on death row.

Biden has campaigned as an opponent of the death penalty, and the Justice Department issued a moratorium on its use at federal level after he became president.

During his first term in office, Trump oversaw 13 deaths by lethal injection during his final six months in power.

There had been no federal inmates put to death in the US since 2003 until Trump resumed federal executions in July 2020.

During his re-election campaign, Trump indicated he would expand the use of capital punishment to include human and drug traffickers, as well as migrants who kill American citizens.

Biden appeared to make reference to Trump’s intentions in his statement by saying he could not “in good conscience – stand back and let a new administration resume executions that I halted”.

In US law, these clemency decisions cannot be reversed by a president’s successor.

The president’s announcement was criticised by some Republicans.

Senator Tom Cotton of Arkansas said on X, formerly Twitter, that Democrats “are the party of politically convenient justice” after the news of the commutations became public.

“Once again, Democrats side with depraved criminals over their victims, public order, and common decency,” he said.

Biden’s decision will not impact people sentenced to death in state courts, which is around around 2,250 inmates according to the Death Penalty Information Centre. More than 70 state executions have been carried out during Biden’s presidency.

The death penalty has been abolished in 23 of the 50 US states. Six other states, including Arizona, California, Ohio, Oregon, Pennsylvania and Tennessee, have moratoriums in place.

Earlier this month, Biden commuted the sentences of nearly 1,500 people and pardoned 39 more convicted of non-violent crimes.

He also pardoned his son, Hunter Biden, who was facing sentencing for two criminal cases.
