SBI Report: The Reserve Bank of India (RBI) is expected to keep policy rates unchanged in the upcoming Monetary Policy Committee (MPC) meeting scheduled from December 4 to December 6, according to a report by the State Bank of India (SBI).
The report highlighted that the headline inflation continues to remain at uncomfortable levels, making an immediate rate cut unlikely. It suggested that the RBI’s monetary stance should remain neutral, prioritizing growth without altering its policy approach drastically.”We believe the stance should continue to be neutral, supporting growth (withdrawal of accommodation removed in last policy),” it said.
The removal of the “withdrawal of accommodation” stance in the last policy meeting has already provided a foundation for growth support. The report also predicts the first rate cut may happen in February 2025, aligning with its earlier projections outlined in its October pre-policy paper.
According to the report, while the Indian economy faces incremental slowing of growth and geopolitical risks, a knee-jerk reaction such as an immediate rate cut might not be prudent. Despite expectations of moderating inflation from November onwards, headline inflation levels are still considered high enough to warrant cautious policymaking.
“It is better that the Q2 growth numbers do not prompt a kneejerk reaction in terms of monetary impulse like a rate cut as headline inflation continues to trade at uncomfortable levels, though it is supposed to moderate from November,” the report said.The report also emphasized the need for recalibrating liquidity management strategies.
It pointed out that while a reduction in the Cash Reserve Ratio (CRR) could serve as a potential option, the RBI has previously expressed reservations about using CRR as a broad liquidity management tool.
Instead, the report proposed a more nuanced approach, suggesting that the RBI could consider tweaking CRR requirements on specific liabilities on a micro basis and making the tool counter-cyclical.

Garth Greenwell: In a way, I think that’s the biggest question that the book is asking and I think one of the reasons I wrote this book was that I needed the book to be able to think about such a difficult question. . The book gives a very rough and partial answer. For me, the most important moment is in the fourth chapter, which begins with a long essay on a poem. The narrator is undergoing what turns out to be a very difficult procedure for him – a PET scan – and he finds himself suffering panic attacks in this very small space. He turns to Kavita and realizes that Kavita is not there. The poems he has memorized for decades are not there to help him at this moment when he needs help. Except that at the end of the experience he realizes that, in fact, two words of the poem have remained with him – the shortest piece of poetry. I think the book comes to the answer of can art save us? The answer is no, ‘besides that’… and that ‘besides that’ are two little words that allow the narrator to put himself together in this experience in some sense. That’s what saves him. So the answer is, “Can art save us? “Almost not at all.” But there is something very important about that ‘almost’.
I read this book and immediately felt less alone. Was this your response to the pandemic? We also feel the narrator’s concern about global warming, endangered bird species, and racial violence in America. What were you going through when you were writing this?
What I wanted to do in this book was to try to represent as accurately as possible the embodied experience – the experience of a particular consciousness in a particular body. Which also means the experience of a particular place at a particular time in history. So, I think about historical pressures and social pressures, they’re part of the embodiment experience. They are part of what it means to have a body in the world. Only after writing the book did I realize that its structure is like that of a broken doll, that there is a consciousness in a broken body, that is located in a broken house, that is located in a broken country, that a world which is broken. One thing that I felt happened in the book is that the fact of brokenness made it possible for the narrator to love these different settlements in a way that he never had before. She has come to hate her body, she has come to really hate or resent the home that has become so destructive to her and her partner. He feels a lot of resentment towards his country and those three things and the very fact of their breakdown makes him realize how precious they are to him. And it was interesting to me that there was a relationship between being broken and love or care which the book talks about a lot. It’s about what it means to care about things and what it means to care.

What made you want to depict the chaos of a hospital during a pandemic?
This book is also about illness. In some ways, I thought of it as one of my primary projects as trying to capture the texture of existence in an ICU ward and what life feels like in a hospital setting. And I was interested in the fact that you’re already isolated, being in the ICU ward. Being in the ICU ward during Covid, you become doubly isolated. Then, I became interested in how big a burden or strain the COVID pandemic is on these different systems of America. So, this is a huge strain on American societies that in 2020 felt as if they were falling apart. Covid also put a lot of pressure on hospital systems and it was interesting for me to know how the system maintains itself under this pressure. And perhaps the thing that interested me most about life in a hospital were the relationships formed between caregivers and patients. In a way, it connects the reader to my other books because all my books are interested in what I call asymmetric relationships – relationships that are experienced very differently on both sides. The kind of intense connection and dependence and feelings of gratitude and need that a patient feels toward an ICU nurse is very different from the feelings of a nurse because for the nurse, it is a job. I wanted to capture the different types of relationships that are possible in the ICU ward. All my books are interested in relationships made possible in particular places and in some sense compromised—relationships that are by no means made easy by the coming together of individuals of equal power.
I also want to talk about how the nature of desire changes. The narrator has felt intense sexual desire his entire adult life and when he arrives at the hospital, he is given beta blockers and several other drugs that are attacking his system.
This was very interesting for me as a writer because all three of my books have the same narrator. In the first two books, the narrator is a character who is ruled by desire and is dominated by his own desire. So it was really interesting for me to ask who this character would be if he didn’t have his will. It was interesting for me to have this question for my narrator: What if I took away desire not only from my character but also as a writer? What if I take away sex? It was interesting for me to see what happens to the writing. I think the big theme of all three of my books is this question – how do humans make meaning? I think the big three, maybe four, ways that we make meaning are through art, through religion and through the idea of God, and we make meaning through love and sex. So, it was interesting for me to take away sex, which has been the primary way of making meaning for my narrator, and see what happens to other aspects of meaning-making. What happens is that they all become luminous. They matter more.
Why does your book have that title? little rain, “Little rain” is a phrase that comes from a medieval poem that was turned into a very popular song of the sixteenth century. And this is a poem I like. When I was a high school teacher, I often taught this poem on the first day of class. I can’t remember when I realized that poetry was going to be an important part of the book. In the early weeks when I was working on the book I realized that this poem would be important. I slowly realized that I wanted little rain Partly this is the title because the poem appears only once in the first section of the book but really, I want the reader to keep thinking about the poem throughout the book, especially at the end when the narrator goes home. There is a line near the second part of the poem, ‘Christ if my love was in my arms and I was in my bed again’ (Christ if my love was in my arms and I was in my bed again)And there’s a moment at the end of the book where the narrator stops right outside his bedroom. His partner is already waiting for him in bed, and he pauses, and it’s as if before arriving at the experience he’s wanted more than anything else while he’s been in the hospital – sitting in his bed with his partner. Desires to stay at – and he stays in that state of longing to stay a little longer. I hope readers will remember little rainSongs and poetry, again. One reason I created this title was that I hoped it would allow the poem to be contained throughout the book, rather than just a scene appearing in the early pages.
You are also a poet. Can you tell us about your writing process? Did you know that you wanted to make music and poetry a bigger part little rain Before you start writing?Yes, I did in some ways. This is a storyteller who has built his life around art and a storyteller who believes that art is a source of infinite value, that art can fill life with value, and I felt I needed to show that. What does it mean? This meant placing long pieces, like a long essay, on a very short poem. For me, it felt necessary because I felt I needed to show what it means to believe that a poem can be an object of devotion and that you can pour your life into a poem or a piece of music and something else. This came about after a detailed review by the Prime Minister’s Office (PMO), the Revenue Department, and the Petroleum Ministry, which also ended in the withdrawal of the Road and Infrastructure Cess (RIC) on exports of petrol and diesel.
What is windfall tax?
Windfall tax is a special tax on domestic crude oil production which aims to capture revenue from the windfall gains of oil producers.
It was introduced in July 2022 due to the Russia-Ukraine war and the West’s sanctions on Russia which led to a surge in crude oil prices, resulting in unprecedented and huge one-time profits for oil companies.
India was not alone in this. Several other nations also ended up imposing such type of a tax to generate extra revenue for the government.
However, it was also controversial with industry players arguing that it hurt their profitability and also disincentivised production.
The abolishing of the tax comes after the government announced in September that it would scrap windfall tax on crude oil, but from ₹1,850 per tonne in August.

Islamabad, Pakistan – The Pakistani military has said it carried out major “intelligence-based operations” over the weekend, eliminating eight individuals in two separate incidents in Khyber Pakhtunkhwa province. It claimed the men killed in the operations were involved in violent activities.
In a statement released on Sunday, the Inter-Services Public Relations (ISPR) – the military’s media wing – said the operations took place in the Bannu and Khyber districts. Two military personnel were also killed in the operations.
The military’s actions against the armed groups come at a time when more and more Pakistanis are dying in a growing spate of violent attacks. According to the Pakistan Institute for Conflict and Security Studies (PICSS), there were at least 71 attacks by armed groups in November, most of which took place in Khyber Pakhtunkhwa and Balochistan, with security forces reporting the deaths of at least 127 fighters.
The number of attacks in 2024 has already surpassed last year’s total, with more than 856 incidents recorded until November compared with 645 in 2023. These attacks resulted in more than 1,000 deaths, including those of civilians and law enforcement personnel.
One of the deadliest attacks took place on November 9, when a suicide bomber detonated explosives at a railway station in Quetta, the capital of Balochistan province. Nearly 30 people were killed, including civilians and soldiers waiting for their trains.
The Balochistan Liberation Army (BLA), a separatist group fighting for the independence of resource-rich Balochistan, claimed responsibility for the attack. The BLA has long waged an armed rebellion against the Pakistani government, alleging that Islamabad unfairly exploits the province’s natural resources, particularly its gas and minerals.
Following the attack, Prime Minister Shehbaz Sharif announced that the government had approved a “comprehensive military operation” against separatist groups, although no details were provided.

The announcement follows a similar pledge five months ago, when the government launched a military campaign Azm-e-Istehkam, meaning “resolve for stability” in Urdu, in June.
However, despite multiple campaigns over the years, analysts argue that the government faces significant constraints, preventing these operations from fully materialising on the ground.
Lacking money and local support
Amir Rana, a security analyst and director of the Pak Institute for Peace Studies (PIPS), said the government is aware of the two primary obstacles: the financial cost of large-scale military operations and the political consequences on the ground.
“The biggest concern is the lack of financial resources to conduct a major offensive,” Rana told Al Jazeera.
Ihsanullah Tipu, an Islamabad-based security analyst, said Pakistani security forces have shifted their focus from large-scale military offensives to intelligence-based operations in recent years.
“This change in strategy is largely due to the absence of permanent Pakistan Taliban bases, which makes large-scale operations ineffective and potentially harmful to civilians,” Tipu told Al Jazeera, referring to the Pakistan Taliban, known by the acronym TTP, an offshoot of the Taliban in Afghanistan that emerged in 2007 intending to impose Islamic law and wage war against the Pakistani military.
The military has conducted several large-scale operations against the TTP, leading to massive internal displacement amid allegations of human rights violations by both the armed group and the military.
“Pakistani security forces need state-of-the-art technology, such as communication interceptions, aerial surveillance using advanced drones, and timely ground intelligence,” Tipu, co-founder of The Khorasan Diary, a security research portal, said.
But the timely ground intelligence that such operations rely on represents a challenge for the military at a time when it often lacks support from local populations, said Tipu.
Abdul Sayed, a researcher based in Sweden with a focus on armed rebellion and conflict in Pakistan and Afghanistan, also pointed out that while several key TTP commanders have been killed in these operations, the group has shown resilience in continuing to launch attacks on Pakistani soil.
“For example, in August 2024, the TTP claimed responsibility for over 200 attacks in a single month, a number that rose to 263 in July,” Sayed told Al Jazeera.

Meanwhile, Pakistan’s security establishment has been under increased pressure from the Chinese — who have suffered several attacks on their citizens as well as installations in the country — to do more to stop the attacks, even as the military has been distracted by the country’s political tumult.
Last week, thousands of supporters of the Pakistan Tehreek-e-Insaf (PTI) party stormed the capital, Islamabad, demanding the release of their leader, former Prime Minister Imran Khan, who has been imprisoned since August 2023.
Khan, who served as prime minister from August 2018 to April 2022, when he was ousted through a parliamentary no-confidence vote, has accused the military of orchestrating his removal — a charge it has refuted. The military was called in last week to help disperse the protesters from Islamabad.
Tipu from The Khorasan Diary argued that Pakistan’s reliance on the military to address political issues in the country was part of the problem — particularly in Khyber Pakhtunkhwa and Balochistan, two provinces heavily affected by armed rebellion.
“Effective counterterrorism efforts require active engagement from civilian authorities. They must take the lead in addressing the issue while balancing security concerns with social engagement and economic development,” Tipu added.
Sayed said while Pakistan’s security forces are leading operations against armed groups, the leadership’s response to the escalating violence and rising casualties, including those of officers, had been insufficient.
“The focus of both the government and security leadership remains primarily on domestic political rivalries, which undermines the development and implementation of a coherent strategy to tackle the escalating security threats,” he said.

Whilst the total military requirement extends to hundreds of units, the initial procurement will be more modest. Sources indicate that Nagpur-based Economic Explosives Limited (EEL) has initiated research work and submitted an IDDM proposal for MALE drone development. The organisation has established India’s largest private sector drone testing facility, featuring a 1.4 km runway with supporting infrastructure. The decision to pursue MALE drones through the priority IDDM route reflects growing confidence in domestic industrial capabilities, following successful delivery of loitering munitions under the Emergency Procurement (EP) scheme, which was established to rapidly develop capabilities against Chinese presence along the eastern border.
US President Joe Biden has issued an official pardon for his son Hunter, who was facing sentencing for two criminal cases, despite previously ruling it out.
In a statement, the president said his son had been “singled out” and called his cases “a miscarriage of justice”.
Hunter Biden pleaded guilty to tax charges earlier in September, and was found guilty of being an illegal drug user in possession of a gun in June – becoming the first child of a sitting president to be a convicted of a crime.
Reacting to the pardon, President-elect Donald Trump said: “Does the Pardon given by Joe to Hunter include the [6 January] Hostages, who have now been imprisoned for years? Such an abuse and miscarriage of Justice!”
Trump was referring to his supporters who stormed the US Capitol on 6 January 2021 in a bid to overturn Trump’s defeat in the 2020 election.
Joe Biden’s full and unconditional pardon for his son comes after the president had repeatedly said he would not give him clemency.
Just a couple of months ago, in September, White House press secretary Karine Jean-Pierre said that Biden would not issue a pardon for his son.
She repeated that stance last month in another briefing, saying: “We’ve been asked that question multiple times. Our answer stands, which is no.”
Before that, in June, on the sidelines of the G7 summit in Italy, Biden had said he would neither pardon his son nor commute his sentence.
“I said I’d abide by the jury decision, and I will do that. And I will not pardon him,” he told reporters covering the summit.
But on Sunday evening, President Biden said although he believed in the justice system, “politics has infected this process and it led to a miscarriage of justice”.
“From the day I took office, I said I would not interfere with the Justice Department’s decision-making, and I kept my word even as I have watched my son being selectively, and unfairly, prosecuted,” he said.
Biden said he wrestled with the decision, and added: “Once I made this decision this weekend, there was no sense in delaying it further.”
“I hope Americans will understand why a father and a President would come to this decision,” he said.
The announcement comes after the president gathered his family together to spend the Thanksgiving weekend in Nantucket. Reporters spotted Biden out for a walk on Friday with Hunter and his four-year-old son Beau, as well as Biden’s daughter Ashley.
Senior Republicans in Washington reacted furiously to news of the pardon, with House Oversight Committee Chairman James Comer saying the president “lied from start to finish” about the circumstances surrounding his son’s case.
But there were signs of unease among Democrats too. Representative Greg Stanton of Arizona became the first politician in his party to disagree publicly with the decision, saying on X: “I respect President Biden, but I think he got this one wrong.”
In a statement, Hunter Biden said mistakes he made during the darkest days of his addiction had been “exploited to publicly humiliate and shame” his family for political sport.
“I will never take the clemency I have been given today for granted and will devote the life I have rebuilt to helping those who are still sick and suffering,” the 54-year-old added.
The younger Biden has been sober for five-and-a-half years, his father said.
This is not the first time a US president has pardoned a member of their family.
Bill Clinton pardoned his younger half-brother, Roger Clinton, for a 1985 cocaine-related offence in 2001.
Hunter Biden pleaded guilty to nine counts of federal tax fraud in September, for which he had been facing up to 17 years in prison.
He was also convicted of three felonies in connection with a gun purchase in June, for which he had been facing up to 25 years in prison.
Sentencing for these cases had been scheduled for 12 and 16 December.
His legal troubles had been a dark cloud over his father’s presidential campaign, which came to an end in July after Biden pulled out of the election race.
