Howard Lutnick is moving to strengthen his alliance with one of the most important and controversial names in the digital-asset business: Tether Holdings.
Lutnick is in talks to deepen the financial ties between his businesses and the company behind the world’s largest stablecoin, according to people familiar with the matter.
Cantor Fitzgerald LP is discussing receiving support from Tether for its planned multibillion-dollar program to lend dollars to clients who put up Bitcoin as collateral, said the people, who asked not to be named as they were not authorized to speak publicly.
Funding for the program will start at $2 billion (roughly Rs. 16,853 crore) and is expected to eventually reach into the tens of billions, a separate person told Bloomberg.
Tether currently uses Cantor’s custody business to hold the billions of dollars of US Treasuries that support the value of its dominant USDT stablecoin. That custody relationship earns Cantor tens of millions of dollars a year, according to people familiar with the matter.
Lutnick is co-chair of president-elect Donald Trump’s transition team and Trump’s pick to run the Commerce Department.
Trump has been a recent and vocal proponent of digital assets like Bitcoin, and has promoted a crypto project associated with his sons called World Liberty Financial. The Trump transition team is mulling whether to create a new White House post for crypto policy, Bloomberg reported previously.
While Cantor has been trying to hire staff to launch the program, it hasn’t formally started lending. If Tether takes part, the crypto firm would likely be one of multiple financial contributors, one of the people said.
A spokeswoman for Cantor declined to comment. Executives at Tether could not be immediately reached for comment outside of normal business hours.
Tether has faced scrutiny from governments including the US for possible violations of sanctions and anti-money laundering rules. The company has denied the claims.
Lutnick’s firm has also struck a deal to invest in Tether, the Wall Street Journal reported on Saturday, adding that Cantor’s stake has been valued at as much as $600 million (roughly Rs. 5,056 crore) and amounts to about a five percents ownership interest.
As Lutnick moves to run the Commerce Department, he is preparing to hand over his firm’s relationship with Tether, which he largely controls, to colleagues, according to two people briefed on the matter. His son, Brandon Lutnick, works at Cantor as a trader and previously interned with Tether in Lugano, Switzerland.

Amazon, Alphabet’s Google, Microsoft, and other non-European Union cloud service providers looking to secure an EU cybersecurity label to handle sensitive data can only do so via a joint venture with an EU-based company, according to an EU draft document seen by Reuters.
US tech giants and others involved in the joint venture can only have a minority stake, and employees that have access to EU data would have to undergo specific screening and have to be located in the 27-country bloc, the document said.
The document adds the cloud service must be operated and maintained from the EU, all cloud service customer data stored and processed in the EU, and that EU laws take precedence over non-EU laws regarding the cloud service provider.
The latest draft proposal from the EU cybersecurity agency ENISA concerns an EU certification scheme (EUCS) that would vouch for the cybersecurity of cloud services and determine how governments and companies in the bloc select a vendor for their business.
While the new provisions underscore EU concerns of interference from non-EU states, they are likely to spark criticism from US tech giants worried about being shut out from the European market.
Big Tech is looking to the government cloud market to drive growth in the coming years while a potential boom in AI after the viral success of OpenAI’s ChatGPT could also boost demand for cloud services.
“Certified cloud services are operated only by companies based in the EU, with no entity from outside the EU having effective control over the CSP (cloud service provider), to mitigate the risk of non-EU interfering powers undermining EU regulations, norms and values,” the document said.
“Undertakings whose registered head office or headquarters are not established in a Member State of the EU shall not, directly or indirectly, solely or jointly, hold positive or negative effective control of the CSP applying for the certification of a cloud service,” it said.
The document said the tougher rules will apply to personal and non-personal data of particular sensitivity where a breach may have a negative impact on public order, public safety, human life or health, or the protection of intellectual property.
The latest draft could fragment the EU single market as each country has full discretion to impose the requirements whenever it sees fit, an industry source said.
The US Chamber of Commerce has previously said that the plan puts US companies on an unequal footing. The EU says the moves are necessary to protect the bloc’s data rights and privacy.
EU countries will review the draft later this month after which the European Commission will adopt a final scheme.

Former German Chancellor Angela Merkel has told the BBC the gas deals she made with Russia were intended to help German firms and kept the peace with Moscow, as she insisted the war with Ukraine would have started earlier if she hadn’t blocked Kyiv’s entry into Nato in 2008.
Angela Merkel led Germany for 16 years. She was there during the financial crisis, the 2015 migrant crisis and, significantly, Russia’s 2014 invasion of Ukraine.
Was she too soft on Moscow? Too slow to help Kyiv? If she hadn’t blocked Ukraine’s Nato membership in 2008, would there be a war there now?
But speaking to the BBC in Berlin, Mrs Merkel is robust in her defence of her time in office.
She says she believes the war in Ukraine would have started sooner and would likely have been worse, if Kyiv had begun the path to Nato membership in 2008.
“We would have seen military conflict even earlier. It was completely clear to me that President Putin would not have stood idly by and watched Ukraine join Nato.
“And back then, Ukraine as a country would certainly not have been as prepared as it was in February 2022.”
Ukraine President Volodymyr Zelensky disagrees.
He describes Mrs Merkel’s Nato decision, backed by then-French President Nicolas Sarkozy, as a clear “miscalculation” that emboldened Russia.

In a rare interview since she stepped down from politics three years ago, Mrs Merkel expresses concern about Vladimir Putin’s renewed threats of using nuclear weapons.

“Do you remember when [former US Secretary of State] Henry Kissinger used to say ‘what is the telephone number of Europe?’,” he says. “My answer was: clearly, the mobile number of Angela Merkel.”
He adds that when judging the Merkel legacy – over Russia and otherwise – it is important to remember the norms of the time.
“One cannot attack Angela for the relations with Russia,” he says.
“In 2005, 2006 [they] were a goal of everyone in Europe, not only a goal of Angela Merkel.”

According to Samsung, its One UI 7 update incorporates three core goals: Purposeful simplicity, signature impression, and emotional attachment. The company says its One UI 7 has been designed to understand what the user is trying to do and minimise the complexity. Its design has been streamlined to ensure a cleaner look and bring more consistency.
However, One UI 7 will still retain some of the signature design elements of Samsung’s Android skin that have been familiar to Galaxy users for years. Another addition is a new blur system that aims to elevate user satisfaction. One of the new features previewed by the smartphone maker is a new home screen grid which is now said to be “slicker” and easier to use, irrespective of the Galaxy device being used.

Khan, 59, is in the United States to promote “Lost Ladies”, India’s official entry to the foreign language category at the upcoming Academy Awards, which he has co-produced with ex-wife Kiran Rao.
He told Reuters in an interview that his family was shocked at his decision to retire.
“I felt that I had not given enough time or bandwidth to my relationships. And that, you know, got me really guilty. And I kind of had a bit of a breakdown,” Khan said in a joint interview with Rao, who also directed the film.
It was Rao’s words that led him to change his mind.
“She said if you’re leaving films, you’re leaving. You’re leaving us, you’re leaving everything. I was a bit taken aback by that. But then I’m glad I changed my mind and I’m back,” he said.
