WHO says mpox remains public health emergency of international concern | World Health Organization News


UN health agency says its decision is ‘based on the rising number and continuing geographic spread of cases’.

The World Health Organization (WHO) says it will keep its alert for mpox at the highest level amid a surge in cases.

A WHO committee made up of about a dozen independent experts made the decision at a meeting in Geneva on Friday, three months after the WHO first declared a public health emergency of global concern in August.

The WHO said its decision was “based on the rising number and continuing geographic spread of cases, operational challenges in the field, and the need to mount and sustain a cohesive response across countries and partners”.

There has been a surge in mpox cases this year, predominantly focused in the Democratic Republic of the Congo (DRC) and neighbouring countries.

A first batch of vaccines was rolled out last month and appears to have had an impact on containing cases of the highly contagious disease, but the United Nations agency has been waiting for substantial proof to discuss the impact of vaccinations.

The African Union’s health watchdog warned at the end of October that the mpox outbreak was still not under control and called for more resources to avoid a pandemic that it said could potentially be worse than COVID-19.

The virus is usually mild, but it can be fatal in rare cases.

Mpox is believed to have killed hundreds of people in the DRC and elsewhere last year as it also spread to Burundi, Kenya, Rwanda, Nigeria and Uganda, causing a continent-wide emergency.

The disease can be spread through close contact with an infected person, sexual activity or breathing in infectious particles. The virus then replicates and spreads to the lymph nodes, leading them to swell before further spreading and causing rashes or lesions.

SpaceX is set for its sixth Starship test flight, scheduled for Tuesday, November 19, at the Starbase facility in South Texas. The massive Super Heavy booster, forming the first stage of the Starship rocket, was transported to the orbital launch pad on November 14, while the spacecraft itself, known simply as Starship, arrived earlier on November 12. This latest test represents a critical step in advancing SpaceX’s reusable spaceflight technology, with a 30-minute launch window set to open at 5:00 p.m. EST.

Starship Assembly Underway at Starbase

The company revealed this information on its official X handle. The Super Heavy booster, along with its 165-foot-tall (50-metre) Starship upper stage, now awaits integration at the launch pad. SpaceX plans to use the launch tower’s mechanical “chopstick” arms to lift the spacecraft onto the booster, forming a fully stacked configuration standing nearly 400 feet tall (122 metres). This process will create the largest and most powerful rocket currently in development.

Objectives of the Test Flight

This test flight aims to extend SpaceX’s progress in demonstrating reusable rocket systems. According to SpaceX, the booster is expected to return to the launch site for recovery via the chopstick arms. The spacecraft, meanwhile, will test heatshield upgrades and reentry manoeuvres before descending into the Indian Ocean. SpaceX also plans to reignite one of Starship’s Raptor engines in space, a critical step towards orbital operations.

Previous Successes and Progress

During its fifth test flight on October 13, the booster achieved a historic landing on the launch mount using the tower’s arms, while the spacecraft executed a successful splashdown. These milestones were achieved under the leadership of SpaceX founder and CEO Elon Musk, who continues to push forward on Starship’s development as part of the company’s long-term goal of interplanetary exploration.

The upcoming flight represents another effort to refine the design and performance of the rocket’s systems, bringing SpaceX closer to making full rocket reuse a reality.

From its arrival in November 2022 in the form of a free AI chatbot to the release of the powerful new GPT-4 Turbo for paying subscribers earlier this month, there’s how ChatGPT has evolved over the course of a year, gaining new features and functionality along the way.  

OpenAI launches ChatGPT powered by GPT 3.5

While OpenAI began working on its generative AI technology that powers ChatGPT in 2016, the company only introduced the tool as part of a free research preview on November 30, 2022. At the time, ChatGPT was powered by OpenAI’s Generative Pre-trained Transformer 3.5 (GPT-3.5) models, but the tool was only trained on information up to September 2021.

ChatGPT Plus and GPT-powered Bing announced

Earlier this year, OpenAI rolled out an optional subscription plan for “ChatGPT Plus” that would provide premium access to the company’s chatbot. While users could — and still can — access the chatbot for free, paying customers would get access to new features, early access to unreleased features, and less downtime. Days after OpenAI’s announcement, Microsoft unveiled a new version of Bing that was powered by OpenAI’s GPT models. Bing Chat was rolled out to users on smartphones and via the Microsoft Edge web browser.

ChatGPT users were previously limited to accessing the chatbot via OpenAI’s service, but the arrival of the ChatGPT API allowed app developers and web designers to quickly integrate support for ChatGPT — leading to a surge in apps and web services powered by AI chatbots. In March, the service was banned in Italy over collection of personal data and a lack of age verification tools — the ban was lifted a month later.

The firm quickly followed up with the release of GPT-4, a powerful update over the preceding model, that was integrated in ChatGPT and Bing Chat — you can use GPT-4 on the latter for free, and it has picked up several new improvements and enhancements over the past few months. It also added support for plugins on ChatGPT, which allow the chatbot to browse the web and understand code. 

ChatGPT comes to iOS and Android, gets powerful new features

OpenAI’s chatbot made its way to a smartphone via a dedicated iOS app in May and the company allowed users to access a version of the app powered by GPT-3.5 for free, while paying subscribers could access GPT-4 for better answers and more detailed information. The app was released for Android users in July.

ChatGPT gained new capabilities in September when OpenAI revealed that paying subscribers would be able to upload images, or use the ChatGPT mobile app to ask queries with their voice — this feature was later rolled out to all users. The chatbot was also upgraded with support for the image generation model DALL-E 3, for ChatGPT Plus and ChatGPT Enterprise customers.

OpenAI unveils GPT4 Turbo with advanced capabilities

Earlier this month, the AI firm announced GPT-4 Turbo, an enhanced version of OpenAI’s GPT-4 model. It was also the first time since GPT-3.5 was released last year that the company increased the amount of information the chatbot was trained on — while GPT 4 and older models can access data up to September 2021, GPT-4 Turbo can view information up to April 2023. Its context window is now 128k, which means that it can now process up to 300 pages of a book when it is responding to a user’s query.

India Smartphone Shipments Rise 3 Percent YoY in Q3, Samsung Retains Top Spot: Counterpoint Research


Smartphone shipments in India grew 3 percent year-on-year (YoY) for the July-September period (Q3) in 2024, reveals a new report by market research firm Counterpoint. The overall value of smartphones grew by 12 percent in the same quarter compared to last year. Samsung continued to lead the smartphone market with a 23 percent market share, while Apple came in a close second spot, followed by Vivo. Other Chinese smartphone brands claimed fourth and fifth positions in the list. The festival sales and new launches directed the positive growth in Q3.

Indian Smartphone Market Hits Record Value in Q3 2024

Counterpoint’s Monthly India Smartphone Tracker report reveals that the country’s smartphone volume grew by 3 percent YoY in Q3 2024, while its value surged by an impressive 12 percent YoY to reach a record for a single quarter. Like in previous quarters, Samsung got a major share of India’s smartphone shipments and maintained its top position in Q3 with a market share of 23 percent. Integration of Galaxy AI features into its mid-range and affordable premium models in the A series helped the South Korean brand boost sales.

In terms of smartphone market value share, iPhone maker Apple grabbed 21.6 percent of the market share thanks to shipments of the iPhone 15, and iPhone 16 models ahead of the festival season in India. Vivo followed Apple at the third position with a 15.5 percent market share. Vivo’s BBK siblings Oppo and Xiaomi came in fourth and fifth positions, respectively. Oppo had a 10.8 percent percent market share, while Xiaomi received an 8.7 percent market volume share.

The report notes that the ongoing premiumisation trend fueled the value growth and earlier onset of the festival season driver the volume growth. “The market is increasingly shifting toward value growth, fueled by a premiumisation trend, which, in turn, is supported by aggressive EMI offers and trade-ins,” said Counterpoint’s senior research analyst Prachir Singh.

In terms of volume share, Vivo reclaimed the top spot with a 19 percent share, followed by Xiaomi with 17 percent. Samsung, Oppo and Realme came in the third, fourth and fifth positions, respectively. As per the report, Oppo emerged as the fastest-growing brand among the top five.

The Counterpoint report points out that Carl Pei’s Nothing was the fastest-growing smartphone brand for the third consecutive quarter, recording a 510 percent YoY growth in shipments this quarter. The UK brand entered the top 10 for the first time in this quarter.

Motorola recorded 87 percent YoY growth in the same quarter. Further, the report states that 5G smartphones achieved their highest-ever share of 81 percent in overall shipments. In the Rs. 10,001 – Rs. 15,000 segments, 5G penetration reached 93 percent.

When the Asus ROG Ally made its debut last year, it came with certain caveats. Yes, the gaming performance was solid, but the same didn’t apply to its battery life. And while the design and build quality held up to the competition, the thermal management did not. Asus’ handheld was surely a positive entry in the segment, but it came with crucial limitations that held it back from truly challenging the heavyweights. The ROG Ally could be an alternative to the Steam Deck, but never a replacement.

Fast forward a year, and Asus is back with another gaming handheld. The Asus ROG Ally X made its debut on June 2, just ahead of Computex Taipei. The portable gaming PC attempts to address the apparent flaws of the ROG Ally with tweaks and improvements across the board. The upgrades are small, but meaningful — the handheld’s battery capacity (80Whr) significantly improves on the original’s (40Whr), it packs more memory and more storage, and is said to have better cooling than the ROG Ally. There are other changes, as well, that make for a better handheld altogether.

Two days after its launch, the Asus ROG Ally X was present at the company’s booth on the Computex floor, where Gadgets 360 got the chance to try it out for an extended period of time. It’s hard to tell how the spec bump translates into real-world performance improvements from an early and brief hands-on experience, but first impressions can go a long way. The first thing that strikes you is the new colourway that makes the ROG Ally X — well, ironically — less striking. Now in jet black, the handheld gaming PC blends with the competition (the Steam Deck, MSI Claw A1M, Lenovo Legion Go — all come in black). The original Ally’s white colourway, while more prone to dirt and grime from your hands, did convey a distinct aesthetic.

The ROG Ally X retains the design of its predecessor and there’s little that’s changed on the front. It offers the same 7-inch full-HD (1920 x 1080 pixels) IPS touchscreen display that refreshes at the rate of 120Hz and goes up to 500 nits of brightness. The D-pad sports a more pronounced design and a new matte finish — Asus says it has a more tactile feel, as well. The face buttons are the same, too, but the company claims they are “springier.” The Taiwanese firm has fitted the handheld with new joystick modules that are said to provide more control while aiming, a smoother feel and improved durability.

Changes are more apparent when you view the console from its sides and back. Because of the bigger battery, the Asus ROG Ally X is slightly thicker than the ROG Ally, going up to 1.45 inches compared to its predecessor’s 1.28 inches. With gripping handles that are rounder and fuller, the new handheld is more ergonomic, as well. I picked up and played on both the Ally X and the original Ally in my hands at Computex; the new handheld feels a little beefier and more robust in your hands. It’s just a shade heavier, too. But it’s impressive how Asus has kept the new handheld at 678 grams (The standard Ally weighs 608 grams) despite the bigger battery and larger handles. The shoulder buttons have been updated too, with wider, more ergonomic triggers. The back buttons, on the other hand, are now smaller to prevent accidental presses. These changes certainly improve the in-hand feel for the portable PC.

The Asus ROG Ally X fits more ergonomically in your hands

Bigger changes are, however, under the hood. The ROG Ally with its 40Whr-rated battery couldn’t last two hours while playing demanding PC titles. Its under-powered battery was perhaps the biggest flaw and prevented it from becoming a truly portable handheld. The ROG Ally X addresses that shortcoming with an 80Whr battery that should result in longer gaming sessions. Playtime numbers are not clear yet and Asus hasn’t provided details on battery performance, but these should be clear once the device is in for a detailed review.

The handheld’s memory gets an upgrade, too, the ROG Ally X gets more RAM — 24GB at faster speeds of 7500MHz, out of which 16GB will be allocated for the system and 8GB for the GPU. This should likely result in better gaming performance in general, but don’t expect a big improvement as the Ally X still runs on AMD’s Ryzen Z1 Extreme Zen 4 platform with RDNA 3 graphics, same as the 2023 ROG Ally. The new handheld also comes with bigger storage out-of-the-box — 1TB SSD with support for the more common M.2 2280-sized drives, instead of the 2230 standard used in the ROG Ally.

Ports have been repositioned, as well, and Asus has ditched its proprietary XG Mobile port for two USB Type-C ports, one of which supports Thunderbolt 4. Asus also claims it has redesigned the cooling system on the handheld. The ROG Ally X uses smaller fans, which make space for the bigger battery, but result in better airflow — about 24 percent more than the previous model, according to Asus. This is also claimed to bring down the touchscreen temperature by up to 6 degree Celcius. The 2023 model did struggle with heat management, so this is a welcome change. But real-world thermal performance would only be clearer upon extended use.

The one big thing that held back the Asus ROG Ally and works against the new model as well is the OS. The ROG Ally X comes with Windows 11, which while offering flexibility and versatility, remains an unwieldy and unintuitive touch interface for touchscreens. Sure, it allows the handheld to work like a pocket PC with attached controllers, but it pales in comparison to Steam Deck’s SteamOS, which brings a smoother, console-like UI. Asus has, however, packed a new version of Armoury Crate SE software this time around, which promises a more customisable interface and game library with easier navigation.

At Computex, Gadgets 360 tried out games like Armored Core VI: Fires of Rubicon, Palworld, and Tekken 8. The titles were running smoothly, and we did not notice overheating issues in the short time with the handheld. This stood in contrast to the hands-on experience with the Zotac Zone, another new handheld seen at Computex. Zotac’s Windows-based portable crashed while running Horizon Forbidden West and showed signs of overheating. A detailed review will shed more light on the new Ally X’s gaming and thermal performance, but considering the improvements brought to an already decent handheld, the ROG Ally X could become the easiest to recommend among its Windows-based peers.

The ROG Ally X is held back by Windows OS

The upgrades, however, also come at a cost. The Asus ROG Ally X costs $799 (roughly Rs. 66,700), up a $100 from the Z1 Extreme version of the 2023 model. India pricing should be available closer to launch here, which Asus has said should happen later this year. And while all the upgrades bring meaningful improvements, an OLED screen, too, would have been a nice addition. But, taking the price point into consideration, it seems Asus has made all the right choices for a mid-gen refresh of its handheld. The verdict can wait until a detailed review, but the ROG Ally X left us impressed in our hands-on time with the handheld. It might not be a true successor to the 2023 model, but it looks like a success.

The Tecno Pop 9 4G will launch in India on November 22, the company confirmed in a press release. The phone will be available for purchase in the country via Amazon. A live Amazon microsite teases the price of the upcoming handset. It is confirmed to be priced below Rs. 10,000. 

Notably, the Tecno Pop 9 4G will likely be priced below the Tecno Pop 9 5G, which launched in the country at Rs. 9,499 for the 4GB + 64GB option, while the 128GB storage variant was marked at Rs. 9,999.

The Amazon microsite further confirms that the Tecno Pop 9 4G will be available in three colour options — Glittery White, Lime Green and Startrail Black. The teasers suggest that similar to the 5G version of Tecno Pop 9, the upcoming 4G variant will be available with complimentary phone skins.

The Tecno Pop 9 4G will sport a 6.67-inch HD+ screen with a 90Hz refresh rate and a MediaTek Helio G50 chipset. It is confirmed to support up to 6GB of dynamic RAM and 64GB of onboard storage. The teaser claims the handset will offer three years of lag-free performance.

The company has added that the Tecno Pop 9 will carry a 5,000mAh battery as well as an IP54-rated build for dust and splash resistance. It will be equipped with a DTS-backed dual stereo speaker unit and a 13-megapixel rear camera. The phone will support IR remote control.

Assembly Election 2024 Result: The results of the fierce election battle in Maharashtra will be known tomorrow with leaders of the ruling Mahayuti and the opposition Maha Vikas Aghadi (MVA) expressing confidence of their victory. Arrangements are also being made for the counting of votes for the Jharkhand Assembly elections and by-elections for 48 assembly and two Lok Sabha seats in 15 states.

Counting of votes will start from 8 am and trends are expected to emerge in Maharashtra and Jharkhand in the next two hours.

In Maharashtra, the Mahayuti, comprising the BJP, Shiv Sena and NCP, is locked in a fierce contest with the MVA, comprising the Congress, Shiv Sena (UBT) and NCP (SP).
Voting for the 288-member Maharashtra Assembly took place on Wednesday, with the state recording 66.05 per cent turnout, compared to around 61 per cent in the 2019 assembly elections.

Both Mahayuti and MVA leaders are interpreting the increased voting percentage as a sign of greater support for them. State Chief Electoral Officer S Chockalingam appreciated the efforts to increase voter participation.

“The Election Commission of India devoted a lot of care, attention and time to Maharashtra this time. Every strategy was conceptualized and implemented with high precision.
This also resulted in a large number of names being added to the electoral rolls between the parliamentary elections and the current election. Efforts were made to make voting easier, especially in a place like Mumbai, where we had some problems during the Parliament elections, but this time everyone appreciated the arrangements,” he said.

“So, so much work has been done. The Election Commission thanks all the voters who came to vote that day to ensure that history is created… We have increased by 5 per cent. In MVA, Congress is contesting on 102 seats, Shiv Sena (UBT) on 96 seats and NCP (SP) on 86 seats. Samajwadi Party is contesting on two seats and smaller MVA allies are contesting on two seats.

Shiv Sena (UBT) leader Priyanka Chaturvedi expressed confidence in the MVA regaining power in Maharashtra. “The people of Maharashtra are going to free them (Mahayuti) for the next 25 years. Loot, corruption and Adani’s government is going to end. We will get majority. They are booking helicopters because they know people will question them. Will ask.” , and they need to escape,” she told ANI.

Minister of State for Health and Family Welfare Prataprao Jadhav also expressed confidence of MVA’s victory. “The grand alliance will form the government. We are going to win with majority…the result will be in our favor…the name of the CM will be announced after the results. There is no competition in the alliance…we will get above 200 seats. ”
Most exit polls have predicted a victory for Mahayuti, while some have suggested that it is a tight contest between the two alliances.

BJP general secretary Tarun Chugh said the India block will be “wiped out” in the results of the Maharashtra and Jharkhand assembly elections. He said, “Those who are blaming EVMs for their defeat, when they won elections in Karnataka, Himachal Pradesh and Telangana, EVMs were right. Just as people rejected Congress in Jammu and Kashmir and Haryana, Similarly, the Congress-led alliance will lose in Maharashtra also.” Chugh told ANI, “It will be wiped out, people will give a befitting reply to the corrupt, family-oriented parties.” PM Modi’s government, which works for the poor, women and youth, will get the blessings of the people.

Shiv Sena (UBT) leader Sanjay Raut said that MVA will get 160-165 seats. “The results will come tomorrow. We are sure that we are going to get majority. Our 160-165 MLAs will be elected… ‘Khokha walas’ will put pressure on them, so we have made an arrangement for them.” Stay together in a hotel… Sharad Pawar, Congress and Uddhav Thackeray will have a role (in choosing the CM face)… MVA will get absolute majority and we will take decisions unanimously… No formula has been made yet, Everyone will sit together and choose the CM,” he said. This is the first election after the split between NCP and Shiv Sena.

In the 2019 elections, BJP won 105 seats, undivided Shiv Sena 56, undivided NCP 54, Congress 44, Independents 13 and others 16 seats. The results will impact all the players, especially NCP and Shiv Sena.

Uddhav Thackeray lost his chief ministerial post in 2022 due to the split in his party and the party is keen to prove its point in the assembly elections. His chief rival Chief Minister Eknath Shinde also gained popularity due to the welfare measures introduced by the Mahayuti government and there seems to be a clash over who is the rightful heir to Balasaheb Thackeray’s legacy.

The NCP also faced divisions after Ajit Pawar joined the ruling coalition as deputy chief minister in July last year. His uncle Sharad Pawar, who now heads the NCP (SP), ran a tough campaign and was keen to see that his long legacy in politics was not tarnished. There is a lot at stake for the Congress in the Maharashtra Assembly elections after the party’s prospects deteriorated in the Haryana Assembly elections earlier this year. The ruling BJP in Uttar Pradesh suffered a setback in the Lok Sabha elections earlier this year as it won 33 seats, while the Samajwadi Party won 37 seats. The Lok Sabha elections were fought jointly by the Congress and the Samajwadi Party and in the assembly elections the Samajwadi Party is supporting the Samajwadi Party.

Chief Minister Yogi Adityanath campaigned vigorously for the by-elections. Votes from Katehari, Karhal, Meerapur, Ghaziabad, Majhwan, Sisamau, Khair, Phulpur and Kundarki assembly constituencies will be counted. Five policemen from Uttar Pradesh were suspended by the Election Commission over complaints that they were preventing voters from voting in three constituencies, reports said.

The opposition SP accused the ruling BJP of misusing government machinery to prevent SP supporters, especially “burqa-clad women”, from casting their votes. The Channapatna by-election in Karnataka on November 13 saw a high profile contest between NDA candidates Nikhil Kumaraswamy and CP Yogeshwar. Nikhil Kumaraswamy is the son of former Karnataka Chief Minister HD Kumaraswamy.

The Wayanad seat was vacated by Priyanka Gandhi’s brother Rahul Gandhi, who also won the Lok Sabha elections from the family stronghold of Rae Bareli. Priyanka Gandhi and Rahul Gandhi campaigned vigorously in Wayanad. Apart from Uttar Pradesh, by-elections were held on seven assembly seats in Rajasthan, six in West Bengal, five in Assam, four each in Punjab and Bihar and three in Karnataka.

Google released the Pixel Weather app with the Pixel 9 lineup in August at its annual Made by Google event. Now the app is making its way to older Pixel smartphones including the Pixel 6 and later, and the Pixel Table. All supported devices are receiving the Pixel Weather app as part of the October Feature Drop. Users can access weather forecasts with Pixel Weather and it includes a customised detail page, notifications, and summary. Eligible Pixel phone users can spot the new Google Weather app as an update in the Play Store.

Google Rolling Out Pixel Weather App to Older Pixel Phones

As part of the latest October Pixel Feature Drop, the Pixel Weather app is expanding to more Pixel devices, as spotted by 9to5Google. All models in the Pixel 6, Pixel 7, and Pixel 8 series are eligible to receive the new app. Pixel A series phones including Pixel 6a, Pixel 7a, Pixel 8a, and Google Pixel Tablet are also supported.

A Pixel Weather app update should be available via the Google Play Store. At the time of writing, the version number available was seen to be 1.0.20240910.687035637 in India.

The app also provides an AI-generated weather overview with tips and includes a customisable detail page, notifications, and summary. Users can get a 10-day forecast, air quality index (AQI), humidity, weather map and pollen count through the app. The pollen count feature is currently exclusive to select markets including the UK, Germany, France, and Italy. It offers AI-generated weather backgrounds and precipitation maps as well.

Once installed, the new “Weather” icon will be available in the app drawer. Users have to allow app notifications and precise locations for the Pixel Weather app. Taping the profile avatar > Pixel Weather settings will set the app as the primary source of weather notifications.

Google released a separate weather app at the Made by Google 2024 event. The app uses Gemini Nano — Google’s AI model — for custom weather reports. It was earlier exclusive to Pixel 9 series phones including the Pixel 9, Pixel 9 Pro, Pixel 9 Pro XL, and the Pixel 9 Pro Fold.
