The office of Hakeem Jeffries, the top-ranking Democrat in the United States House of Representatives, has released a fiery statement condemning a fellow lawmaker who endorsed a racist comment about him.

Tuesday’s statement came a day after US Representative Jen Kiggans appeared on a conservative radio talk show, where she discussed the ongoing battle over redistricting in the state.

During the show, host Rich Herrera criticised Jeffries, who is from New York, for his support of an effort to redraw Virginia’s congressional map.

Herrera said Jeffries should either relocate to Virginia and run for public office, or “get your cotton-picking hands off of Virginia”.

“That’s right. Ditto,” Kiggans, a Republican, responded. “Yes. Yes to that.”

The term “cotton picking” is typically seen to have racist roots in the US, where enslaved Black people were used as labour on southern cotton plantations until the mid-19th century.

Kiggans later denied approving of Herrera’s statement. She argued that she was instead agreeing with the broad sentiment about Democrats’ efforts in state redistricting.

“The radio host should not have used that language and I do not — and did not — condone it,” she said.

“It was obvious to anyone listening that I was agreeing Hakeem Jefferies should stay out of Virginia.”

Still, a Jeffries spokesperson, Christie Stephenson, vehemently condemned Kiggans on Tuesday.

“Extremists who endorse disgusting, vile and racist language are pathetic,” Stephenson said.

“Jen Kiggans has no interest in our nation’s progress toward a multiracial democracy and apparently craves a return to the days of Jim Crow racial oppression in the South.”

Top Democrats, including US Minority Whip Katherine Clark and California Governor Gavin Newsom, have called on Kiggans to resign.

The Congressional Black Caucus (CBC) also posted a clip of the radio exchange on the social media platform X, writing: “Did she agree with him? Yes. Is this racist? Yes. Should she resign? Yes to that, too.”

The radio interview comes after US President Donald Trump, in February, posted a racist video depicting former President Barack Obama and his wife, former First Lady Michelle Obama, as primates.

Tim Scott, the only Black Republican senator in the US, condemned the video as the “most racist thing I’ve ever seen”. The video was later removed, with the White House blaming a staffer for posting it to Trump’s account.

The latest incident comes amid a nationwide battle over redistricting, before the November’s critical midterm elections.

Normally, states redraw their electoral maps once a decade to reflect the latest census results. But last year, the Trump administration called on the Texas legislature to pass a new congressional map to give the Republican Party a boost at the polls.

Since then, several states have sought to redraw their maps to benefit one party or the other.

In Virginia, voters approved a redrawn map in April that would have increased the number of Democrat-leaning districts. However, the state’s Supreme Court has since invalidated the map. Democrats have appealed to the US Supreme Court to intervene.

Partisan gerrymandering — or the manipulation of electoral maps for political aims — is not illegal under US law. But critics have denounced the practice as undemocratic.

Discrimination based on race, however, is outlawed in the US, and laws like the Voting Rights Act of 1973 have been used to ensure fair representation at the ballot box.

But a US Supreme Court decision in late April has weakened how that law may be enforced. The high court struck down a key provision in the Voting Rights Act, making it easier to break up predominantly Black congressional districts, except in cases where there are explicitly racist motivations.

Civil rights groups have charged that such motivations would be near impossible to prove. They also argue the ruling could be used to dilute the voting power of Black Americans, who have historically skewed Democratic.

Republican lawmakers in Tennessee, Florida, Alabama and South Carolina have pursued efforts to redraw their maps in light of the ruling.

The District Consumer Disputes Redressal Commission, Chandigarh has held that the Employees’ Provident Fund Organisation (EPFO) cannot cite software glitches or technical issues to justify a nearly 10-year delay in transferring provident fund (PF) accumulations from an employee’s old account to a new one.The commission partly allowed a complaint filed by employee Rajesh Garg and directed the EPFO to pay Rs 50,000 as compensation and litigation costs for “deficiency in service and unfair trade practice”, as reported by ET.The case started from Garg, who had joined Tech Mahindra in Pune in 2009, where a PF account was opened for him. After leaving the company, he joined Infosys in July 2010 and a new PF account was created, resulting in two separate EPFO accounts.In September 2010, Garg applied through Infosys for transfer of the PF balance from his earlier account. Despite repeated follow-ups, the transfer was not processed for years, prompting him to file an RTI application in September 2011 seeking details of the pending claim.The EPFO eventually transferred Rs 6.21 lakh to his new PF account on April 16, 2020. Garg, however, claimed that the amount payable should have been Rs 11.07 lakh and alleged that interest for several years had not been credited.The EPFO argued that the account had become inoperative from April 1, 2011, due to which interest for the period between 2012-13 and 2015-16 was not added. It also contended that technical problems in claim processing had delayed the transfer.During the proceedings, the EPFO admitted that the software system had failed to credit interest for 2010-11 because of a technical error. It subsequently transferred an additional Rs 64,841 towards pending interest and later credited another Rs 3.67 lakh after re-examining the records.The consumer commission noted that both additional payments were made only after the consumer complaint was filed in July 2021.Garg further claimed that an additional Rs 1.62 lakh was still due to him. However, the commission rejected this demand, observing that the calculation relied upon by him was not supported by any chartered accountant or expert opinion, while the EPFO had filed its own calculation sheet stating that all dues, including interest for the unclaimed credit period, had been settled.“In such circumstances, it is unsafe to hold that any amount is due to be transferred by the EPFO in the account of the complainant,” the commission said.On the issue of delay, however, the commission ruled against the EPFO, stating that the organisation had failed to produce any documentary evidence explaining the prolonged delay.“Hence, it is safe to hold that there is definitely an inordinate and unexplained delay of nearly a decade on the part of OP (EPFO) in transferring the provident fund accumulations of the complainant, which in itself amounts to deficiency in service and unfair trade practice on its part,” the commission observed.The March 16, 2026 order directed the EPFO to pay Rs 50,000 within 60 days, failing which the amount would attract interest at 9 per cent per annum until realisation.

It is by the grace of God that Sri Vijay has won. Our leaders are going to prove their majority on Wednesday. So I don’t see any challenge.

Although you have considerable legislative experience, most members are first-time MLAs and have limited experience of assembly procedures and rules. Do you see any challenges on this front? Will you organize an orientation for them?

Yes. Soon there will be an orientation program for the MLAs for the first time. I am sure all the youngsters will learn very easily. They are very smart and whenever we talk to them they understand. They understand the processes. This is not difficult for us. They will definitely perform better than you expect.

What is your advice to first-time MLAs?

He should go to the (Assembly) library and read. Whatever procedure is there in the Assembly, it will have to be followed. They should come to the assembly on time, sit till the end and listen to the speakers. When the opposition attacks any leader or speaks against the ruling party, they should not be violent.

Your first major responsibility as Speaker will be to oversee the floor test on Wednesday….

The proceedings will be conducted smoothly and exceeding expectations.

With you taking charge, the 47 AIADMK MLAs seem to be deeply divided over the election of their legislature party leader…

Yes. One team led by (AIADMK general secretary) Edappadi.K. Palaniswami and another team headed by (rebel) SP Velumani, both have given me separate letters.

How many MLAs are supporting each group?

The letters are on the speaker’s table. But being the president, I cannot give you any more information right now.

What kind of decision can we expect on those letters?

I can’t say anything about this right now because the floor test is scheduled.

Is there any change in your mind regarding the conduct of House proceedings?

No, we will continue to follow the same assembly traditions and procedures.

There has been a demand for live telecast of the assembly proceedings for a long time. Would you be willing to consider such a step?

We will hold a meeting of all legislative party leaders and then take a decision on this.

The Minister (Aadhav Arjun) has already given a detailed explanation of this.

But in previous instances, the then Governor RN Ravi had insisted on presenting the national anthem at the beginning of the assembly proceedings during the Governor’s address. Which convention will you follow now?

We will have to wait and see. We have not taken any decision on that yet. A decision will be taken soon. We will take the decision before the Governor’s address.

From being an MLA representing AIADMK to now being elected on TVK ticket and becoming the President, how do you look at your political journey?

I have been in politics since 1972. I joined AIADMK when I was a student at Loyola College. Being the Secretary of Loyola College Students Union, I met Puratchi Thalaivar MGR (MG Ramachandran) in 1973 with the request that I was going to start a midday meal scheme for 16 poor boys in Loyola College. He asked me, “Have I come to college to study and why am I raising this matter?” I said, when I’m the secretary of the student union and 16 people ask me to lunch, do you think I’ll study or sleep? He looked at me curiously and said to KA Krishnasamy (AIADMK frontline leader), “Look at him. He has a very good future.” He said that this is a very good initiative and he will fund it. I told MGR that I had come only to invite him to a Star Night event, through which I could raise some money. He said that he would give Rs 10,000 and would also come to the function. This was the day when Puratchi Thalaivar recognized me and prepared me for politics. I became the councilor of Ambattur in 1978. I became MLA in 1980, when it was the toughest election for AIADMK, because Madam Gandhi (Indira Gandhi) had dissolved the government without any reason at the behest of Kalaignar (M. Karunanidhi). Kalaignar and Madam Gandhi won 37 seats in the Parliament elections in 1980. MGR went to the public and asked, “What mistake or harm have I done? Why should they dissolve my government?” I won the election. I was the district secretary for 17 constituencies in Tiruvallur, Kancheepuram and Chengalpattu. Later, he made me the secretary of the state youth wing in 1985. From then till his demise, I held this position. When Madam (J. Jayalalithaa) took over (the reins of the party), I had very good relations with her, and she depended on my services to the party at every level. We used to sit and discuss matters related to the Executive Committee and the General Council. In fact, the tickets for the 1989 parliamentary elections were decided by Madam and me. When Kalaignar was the Chief Minister, he took me into confidence and discussed with me at every stage of his tenure. Then in 1990, due to some unknown reasons, I was deprived of his grace. I am S. Thirunavukkarasu was removed along with KKSSR Ramachandran, Karuppasamy Pandian, SD Ugamchand and Tiruppur Manimaran, who had supported him. One fine morning we were dropped off. Then I never joined any other party. Actually, Kalaignar had sent a messenger. The morning the eviction was announced in the newspapers, Madurai Mayor Patturajan came to my house. He said, “I am coming from Kalaignar’s house.” Kalaignar wanted me to join DMK from the list of expelled people. But that day, my wife and I discussed it and decided not to do any further politics. When madam could keep me so close and suddenly remove me, without even asking what was happening, I decided not to join any political party. For five years I concentrated only on sports. In 1996, Mr. Moopanar (Congress leader and TMC founder G.K. Moopanar) came to Ambattur for a wedding and asked me what I was doing. I said that I am not into politics and am concentrating on sports activities like chess and table tennis. He said I was a young man with a bright future and asked me to come and meet him. When I met him, it was Congress in the morning and Tamil Manila Congress in the evening. He made me his political secretary. He treated me very well. Then, after his demise, I was not very happy with the way they all joined the Congress. I did not involve myself in politics for some years. Then, in 2008, I again joined AIADMK. She (Jayalalitha) made me the Deputy Secretary of the Minority Wing. Then he gave me the MLA ticket to contest from Villivakkam in 2011, when I defeated a great DMK leader, Professor K. Anbazgan was defeated. Later he made me the chairman of CIDCO. I served for three years. They made me contest against (former chief minister) MK Stalin in 2016. That was not a fruitful choice. Later, after his demise, I was in the 11-member steering committee of AIADMK. I was the spokesperson of AIADMK. But then, when Mr. OPS (O. Panneerselvam) was unceremoniously removed from the post of coordinator, there was a split. I opposed it. I joined Mr. OPS. But I was not very comfortable. He is a good person, but he lacked leadership qualities. So, I waited. I found leadership qualities in Shri Vijay (Chief Minister), which I liked. The way he conducted himself, dealt with the party cadre and ran Makkal Iyakkam long before he came to power…whatever he did for the people attracted me. I felt that people were longing for a leader like MGR for a long time. I found that he was the right person. I joined his party. And by the grace of God, they gave me a seat in Thousand Lights. I won with a majority of 15,000 votes. It wasn’t for me. It was only for him because people wanted change. People wanted Mr. Vijay to become the Chief Minister. That’s why they voted and that’s how I won. Now they have recognized me (to become the president) because only a few members were experienced. (Senior leader) Mr. Sengottaiyan chose to become a minister. Then my leader said that I should become the president. I agreed. I am very happy that people are with our leader. He wants to do good to the people. On the very first day he met all the opposition leaders. He wants to give a clean government.

A looming Android reconstruct is set to change the way smartphones work for millions of users worldwide. Ahead of their annual I/O developer conference, Google has detailed a vision for Gemini’s deeper utilitarian integration across all apps, among other improvements. It essentially transforms Android phones into artificial intelligence (AI) devices, even as industry whispers suggest a separate new category of these devices remains somewhere over the horizon.

Core to a modernised Android is a new Gemini Intelligence layer, which evolves Gemini from a conversational chatbot into an active, contextual assistant across third-party apps on a user’s Android phone. AI’s intent to automate tasks where possible — a significant change in how you’ve used an Android phone.

“We believe that an intelligent system, and an agent that it empowers, should just get things done for you, especially the more mundane, boring daily tasks. Another thing is that it should meet you where you are and the apps that you’re already in with proactive suggestions,” said Dieter Bohn, director of product operations at Google.

Some of Gemini Intelligence capabilities include bringing context to auto-fill when filling forms across websites and apps, a Rambler feature for the keyboard app which can convert typically spoken sentences with fillers into cogent messages or lists, and automating certain tasks such as booking tickets for an event you’ve discovered.

Google is working with developers to ensure they have the tools for the Gemini Intelligence integration. Clear guidelines, and tighter integration within Android (and its subsequent updates) will minimise the chances of feature and compatibility fragmentation later.

Ben Greenwood, director and product manager for Android Core Experiences, noted that these new features will roll out in waves through the coming months, starting with flagship Android devices, before covering more phones. Android’s current flagship crop includes Google’s own Pixel 10 phones, Samsung’s Galaxy S26 Ultra as well as the Xiaomi 17 Ultra and Vivo X300 series.

When asked by HT about a possible subscription layer defining usage and utility of Gemini Intelligence as core to the Android experience on phones, Greenwood confirmed that base features will remain broadly available to all devices, but with a caveat. “There are some usage limits for higher usage, and in those cases, you can upgrade to an AI subscription plan,” he said.

Limits on the free tier and how those stack up to paid plans will become clearer when these features are accessible at an OS level, a scenario where usage is expected to be more. In India, Google has three paid AI plans — AI Plus that costs ₹399 per month, AI Pro for ₹1,950 per month and AI Ultra priced at ₹24,500 per month.

“Starting in late June with Chrome Auto browse, Gemini inside Chrome will be able to help you with everything from appointment, party planning, or searching for an out of stock item, from your Android phone,” Greenwood detailed the first step of an elaborate plan.

Google is making a strong move ahead of Apple’s annual WWDC keynote next month, where a revamped Apple Intelligence suite is expected to be announced. Earlier this year, Apple and Google announced a partnership to use Gemini AI models, including for a conversational Siri, expected later in 2026.

On the privacy question, Google insists its philosophy for Gemini Intelligence is a mix of on-device processing and the cloud. For instance, Rambler will process voice transcriptions on the cloud (which means it’ll require an active 5G, 4G or Wi-Fi) but since there’s no storage or memory, its returned back to the device after processing.

“Some are delivered on device, while published and verifiable private technologies in the cloud offer similar privacy behaviours. These are all investments we’re making to ensure that across intelligence features, users can have the best quality experience, and be safe and private,” Greenwood said.

Google had introduced Private AI Compute in November, allowing Gemini models to securely process user data within a specialised, protected space.

Data that Gemini Intelligence gets access to, such as for filling web forms and attaching documents, depends on what users choose to share with Google. This could include saving a scan of your passport or driving licence in Google Drive or Gmail or Google Photos.

It remains to be seem whether there is a possibility to opt out of certain data sharing, specific features or the entirety of Gemini Intelligence on Android devices.

“It’s about making technology that truly understands and works for you, getting your intention and translating it straight into action, and it’s woven in so it’s there when you need it, and it fades into the background when you don’t,” Greenwood added, noting this is the first wave of Gemini Intelligence.

Warm handshake

Among other key updates to Android is something Bohn called “tools to disconnect when you need to”. A problem Google is trying to solve, is one of a human tendency towards unbalanced attention and distraction.

“We’re all guilty of popping into our phones to do something quick, and then you end up on autopilot and in some app, and suddenly an hour has gone by. App times are one solution for this, but they’re easy to ignore without thinking about it,” he noted.

There will be pause points for apps that you select as ‘distracting’, and when that app is opened, a prompt screen will instead suggest a number of possible activities such as breathing exercises for a few seconds, or swiping through a collection of photos first.

The idea is for the mind to reconsider the choice of opening this particular app at this time of the day. At the bottom of the screen will be an open clearly labelled “don’t open”. The intention is to build, or in some cases, repair a habit of usage.

Bohn insisted there are more digital well-being tools in the works, which will be coming later this year.

Google wants to reduce friction in movement between devices. First, new switch device mechanism will now also transfer saved passwords as well as the Home Screen layout, along with contacts, photos, messages and apps, when a user switches from an existing Android device to a newer one.

The updated device transfer methodology will roll out later this year for Samsung’s Galaxy phones and Google Pixel phones, with wider support in the months after that.

There is also a concerted effort to make Android phones and Apple iPhones handshake better in terms of being able to send and receive files wirelessly. It was late last year when Google made Quick Share compatible with Apple’s AirDrop standard, for users who’d like to send something from their Android phone to a friend’s iPhone, or vice versa.

HT noted that some phones have integrated that, while some haven’t — Samsung Galaxy S26 Ultra and the latest Vivo X300 Ultra can Quick Share to an iPhone, but some phones such as the Xiaomi 17 Ultra still cannot. Google says the reason is likely missing supporting hardware, but expect parity with the next generation of phones.

Kuwait arrests four men it accuses of being in Revolutionary Guard and conducting failed infiltration of Bubiyan Island.

Kuwait has arrested four men it accuses of being members of Iran’s Islamic Revolutionary Guard Corps (IRGC) after they allegedly tried to infiltrate Bubiyan Island by sea and injured a Kuwaiti soldier.

The Ministry of Interior said in a statement published on X on Tuesday that the operation took place on May 1 and the naval officers arrested “aboard a fishing boat specially chartered to carry out hostile actions against Kuwait” admitted they had been tasked by the IRGC with “infiltrating”.

The ministry identified the group members as Colonels Amir Hussein Abd Mohammed Zara’i and Abdulsamad Yadallah Qanwati, Captain Ahmed Jamshid Gholam Reza Zulfiqari and First Lieutenant Mohammed Hussein Sehrab Faroughi Rad.

During a confrontation with Kuwaiti forces on the island, gunfire wounded one Kuwaiti service member, the ministry said. Two other members of the group – navy Captain Mansour Qambari and the boat’s captain, Abdulali Kazem Siamari – escaped during the clash.

There was no immediate reaction from Iran on the accusations.

Bubiyan is Kuwait’s largest island, located at the northern tip of the Gulf near the Iraqi border. It holds significant strategic value due to its proximity to key shipping lanes and its location near Kuwait’s northern oilfields and military installations.

‘Flagrant violation’

Kuwait’s Ministry of Foreign Affairs condemned the alleged incursion as a “flagrant violation” of Kuwaiti sovereignty and a grave breach of international law. It demanded that Iran immediately and unconditionally cease “unlawful hostile acts”.

The deputy foreign minister summoned Iran’s ambassador to Kuwait to hand over a formal protest note, reserving Kuwait’s right to self-defence under Article 51 of the United Nations Charter. The ministry said it holds Tehran fully responsible for the violation.

Kuwait’s foreign minister received a phone call from his Bahraini counterpart, who condemned the infiltration and affirmed “Kuwait’s full right to take all necessary measures to safeguard its sovereignty and protect its people”.

Earlier this week, Kuwait also reported intercepting “a number of hostile drones” in its airspace but did not specify where the drones were launched from.

The incursion followed strikes in April that hit Kuwait’s Mina al-Ahmadi oil refinery, one of the Middle East’s largest, and a power and desalination plant. Kuwait said Iran was responsible.

On March 30, an Indian national was killed in an attack on a Kuwaiti power and desalination plant that Kuwait also attributed to Iran. Tehran has denied responsibility for those strikes and instead blamed Israel.

Kuwait, located just 80km (50 miles) from Iran’s coastline, is highly dependent on desalinated water.

BENGALURU: The Centre for Cellular and Molecular Platforms (C-CAMP) Tuesday said it has deepened its partnership with American laboratory technology giant Agilent Technologies, giving a far wider range of Indian researchers access to some of the most sophisticated drug-testing equipment in the world, without having to buy it themselves.Think of it as a library, but for multimillion-dollar scientific instruments. The arrangement matters because cutting-edge drug development has long been gated by the cost of specialist equipment. Small biotech startups and university researchers with promising ideas but limited budgets have typically had to go without, or go abroad. This partnership changes that calculus, C-CAMP said, allowing them to book time on advanced machines housed at its Bengaluru facility.“The collaboration is already delivering results. In its first phase, the partnership helped Indian scientists fully characterise Liraglutide — a drug widely used to treat diabetes and obesity — using equipment provided by Agilent. The work met international regulatory standards, a significant achievement for a molecule developed and tested entirely within India,” C-CAMP said.The expanded tie-up will now cover a broader range of drug types, including the complex biological medicines that are increasingly at the frontier of treatments for cancer, rare diseases and infectious conditions.The two organisations will kick off the new phase with a training programme for scientists from startups and industry, giving them hands-on skills with the equipment. Taslimarif Saiyed, C-CAMP’s chief executive, said the partnership was about making world-class science more democratic. “Such collaborations will play a key role in enabling technology development and accelerating science-led innovation,” he said.Nandakumar Kalathil, who heads Agilent’s India operations, said the country was central to the company’s plans. “India is a strategic priority for Agilent and partnerships like this are central to how we expand access to critical scientific capabilities,” he said.
